Abstract

الملخص: هدفت الدراسة إلى التعرف على أحداث الربيع العربي الذي انطلق منذ أواخر عام 2010 في البلاد العربية انطلاقا من دولة تونس بعد إقدام الشاب " محمد البوعزيزي " على إحراق نفسه، والتعرف أيضا على التوصيف النظري في ظل أدبيات مفهوم الربيع العربي، بالإضافة إلى دراسة تداعيات قيام ثورات الربيع العربي في البلدان العربية المختلفة، وأسباب الانتكاسة التي حصلت في مسار المطالبة بالحقوق السياسية والاجتماعية والاقتصادية. كما هدفت إلى استشراف مآل ثورات الربيع العربي في ظل الظروف الراهنة وأثره على التنمية السياسية في البلاد العربية. لتخلص الدراسة إلى أن ثورات الربيع العربي نشأت بسبب إجراءات الأنظمة العربية القمعية تجاه الشعوب، والتي أّثرت على كافة مناحي الحياة السياسية والاقتصادية والاجتماعية، حيث أدّت عدة عوامل إلى انتكاس هذه الثورات في بعض الدول العربية وعدم تحقيقها للأهداف التي انطلقت من أجلها والمتمثلة أساسا في تحقيق انتقال ديمقراطي لتبقى تونس مثل يحتذى به، وقد أظهرت الدراسة الربيع العربي كحالة خاصة لم تستطع الأدبيات السابقة الإجابة عن التوصيف النظري له، حيث يشبه الربيع العربي الثورة من وجه ويشبه الانتفاضة من وجه آخر، كما أنه يؤسس لمرحلة تاريخية جديدة في البلاد العربية. الكلمات المفتاحية: الديمقراطية، الانتقال الديمقراطي، الربيع العربي. Abstract : The study aimed to adentify the events of arab spring, which began in late 2010 in the arab counties, starting from the state of Tunisia after the young " Mohamed Bouazizi " set himself on fire, and to adentify the theoretical characterization in light of the literature on the concept of the arab spring revolution in various arab countries, and the reasons for the setback that accurred in the process of demanding political, social and economic rights. It also aimed to anticipate the fate of the arab spring revolution under te current circumstances and its impact on political development in the arab countries. The study concludes that the arab spring revolutions arose due to the respressove measures of the arab regimes towards the peoples which affected all aspects of political, aconomic and social life, as several factores led to the setback of these revolutions in some arab countries and did not achieve the goals for which they were launched, mainly reessentde in achieving a democratic transition so that Tunisia remains an example to follow. The study showed the arab spring as a special case that previous literature could not answer the theoretical characterization of it, as the arab spring is similar to the revolution in one aspect and similar to the uprising in another aspect; and it establishes a new historical stage in the arab countries.
