أثر بعض المتغیرات الإقتصادیة الكلیة على عجز الموازنة : دراسة تحلیلیة قیاسیة في الجزائر وبعض الدول النامیة // the impact of some macroeconomic variables on the budjet deficit an econometric analytical : study in algeria and some developing countries

Abstract

يهدف هذا البحث إلى تحليل وقياس أثر بعض المتغيرات الاقتصادية الكلية على عجز الموازنة في الجزائر وماليزيا وجنوب إفريقيا خلال الفترة: 2000-2022، ولتحقيق ذلك تم استخدام منهجية نماذج البيانات الطولية (Panel Data) التي تمزج بين بيانات االسلاسل الزمنية وبيانات المقاطع العرضية ، كما تم اختبار استقرارية السلاسل الزمنية ثم اختبار إمكانية وجود علاقة توازنية في الأجل الطويل باستخدام مختلف الاختبارات الإحصائية ، واعتمادا على نتائج هذه الاختبارات تم تقدير العلاقة طويلة الأجل باستخدام منهج PANEL-ARDL ، وقد أظهرت نتائج البحث ما يلي : - أن 33.2% من الأخطاء في رصيد الموازنة العامة كنسبة من الناتج المحلي الإجمالي يمكن تصحيحها في سنة واحدة من أجل العودة إلى الوضع التوازني طويل الأجل ، وهذا يعني أن رصيد الموازنة يستغرق حوالي 3 سنوات للعودة إلى وضعه التوازني على المدى البعيد. - زيادة سعر الفائدة الحقيقي بنسبة 1% في دول العينة تؤدي إلى انخفاض رصيد الموازنة من الناتج بـــ 0.42% في الأجل الطويل وزيادته بنسبة 0.08% في الأجل القصير؛ - زيادة معدل التضخم بنسبة 1% في دول عينة الدراسة تؤدي إلى انخفاض رصيد الموازنة من الناتج بـــ 0.18% في الأجل الطويل وزيادته بنسبة 0.059% في الأجل القصير. - زيادة سعر الصرف بوحدة واحدة في دول العينة تؤدي إلى زيادة رصيد الموازنة من الناتج بـــ 0.069% في الأجل الطويل وانخفاضه بنسبة 0.12% في الأجل القصير

Cette recherche vise à analyser et à mesurer l'impact de certaines variables macroéconomiques sur le déficit budgétaire en Algérie, en Malaisie et en Afrique du Sud sur la période 2000-2022, Pour ce faire, la méthodologie des modèles de données en panel (Panel Data) a été utilisée, combinant des données de séries temporelles et des données transversales. Un test de stationnarité des séries temporelles a également été effectué, suivi d’un test pour vérifier la présence d'une relation d'équilibre à long terme à l’aide de divers tests statistiques. Sur la base des résultats de ces tests, la relation à long terme a été estimée en utilisant le modèle PANEL-ARDL, Les résultats de l’étude sont les suivants : • 33,2% des erreurs dans le solde budgétaire en pourcentage du produit intérieur brut peuvent être corrigées en une année pour revenir à l'équilibre à long terme, ce qui signifie que le solde budgétaire met environ 3 ans pour revenir à son état d'équilibre à long terme. • Une augmentation de 1% du taux d'intérêt réel dans les pays de l'échantillon entraîne une diminution du solde budgétaire par rapport au PIB de 0,42% à long terme et une augmentation de 0,08% à court terme. • Une augmentation de 1% du taux d'inflation dans les pays de l'échantillon entraîne une diminution du solde budgétaire par rapport au PIB de 0,18% à long terme et une augmentation de 0,059% à court terme. • Une augmentation de 1 unité du taux de change dans les pays de l'échantillon entraîne une augmentation du solde budgétaire par rapport au PIB de 0,069% à long terme et une diminution de 0,12% à court terme

This research aims to analyze and measure the impact of certain macroeconomic variables on the general budget deficit in Algeria, Malaysia, and South Africa over the period from 2000 to 2022, To achieve this, the study employs a panel data methodology, which combines time-series data with cross-sectional data. The study also tests the stationarity of the time series and examines the long-run equilibrium relationship using various statistical tests. Based on the results of these tests, the long-run relationship is estimated using the PANEL-ARDL model, The findings of the research are as follows: • 33.2% of errors in the general budget balance can be corrected within one year to return to the long-run equilibrium. This implies that the budget balance takes approximately 3 years to return to its equilibrium state in the long run. • A 1% increase in the real interest rate in the sample countries leads to a decrease in the budget balance as a share of GDP by 0.42% in the long run, and an increase of 0.08% in the short run. • A 1% increase in the inflation rate in the sample countries results in a decrease in the budget balance as a share of GDP by 0.18% in the long run, and an increase of 0.059% in the short run. • A one-unit increase in the exchange rate in the sample countries leads to an increase in the budget balance as a share of GDP by 0.069% in the long run, and a decrease of 0.12% in the short run
