اثر رقمنة الادارة الجبائية على المخاطر الجبائية في المؤسسة الاقتصادية دراسة حالة // The Impact of the Digitization of Fiscal Administration on Fiscal Risks in the Economic Institution Case Study

Abstract

تهدف هذه الدراسة إلى تبيان مختلف الأطر العلميَّة والعمليَّة والتَّنظيميَّة الخاصَّة بكل من رقمنة الإدارة الجبائيَّة والمخاطر الجبائيَّة، وذلك من خلال عرض مختلف الخدمات الإلكترونيَّة التي تقدمها الإدارة الجبائيَّة لمختلف المكلَّفين بالضَّريبة،ففي إطار النشاطات اليوميَّة التي يقوم بها المكلَّف بالضَّريبة من النَّاحية المحاسبيَّة والجبائيَّة فهو مُعرَّضٌ لارتكاب العديد من الأخطاء التي قد تدفعه لدفع أعباء إضافيَّة، وهو ما يصطلح عليه بالمخاطر الجبائيَّة التي تتخذ عدة وضعيات، فالتحوُّل الرَّقمي للإدارة الجبائيَّة يمكن أن يُحسِّن من دقة وكفاءة العمليَّات التي يقوم بها المكلَّف، وبالتالي استبعاد بعض المخاطر الجبائيَّة، وللإجابة على الإشكاليَّة المطروحة تمَّ الاعتماد على المنهج الوصفي والتحليلي، والمنهج الاستقصائي، وفي ختام هذه الدراسة تمَّ الخروج بجملة من النتائج ومن أهمها رقمنة الإدارة الجبائيَّة تؤثر بالإيجاب على المخاطر الجبائيَّة، فكلما تمَّت رقمنة أكبر عدد من الإجراءات كلما ساهم ذلك في استبعاد المخاطر الجبائيَّة

Cette étude vise à illustrer les différents cadres scientifiques, pratiques et organisationnels relatifs à la numérisation de l'administration fiscale et aux risques fiscaux, à travers la présentation des divers services électroniques offerts par l'administration fiscale aux différents contribuables. Dans le cadre des activités quotidiennes menées par le contribuable sur les plans comptable et fiscal, il est exposé à de nombreuses erreurs qui peuvent l'amener à supporter des charges supplémentaires, ce que l'on appelle les risques fiscaux qui prennent différentes formes. La transformation numérique de l'administration fiscale peut améliorer la précision et l'efficacité des opérations menées par le contribuable, permettant ainsi d'écarter certains risques fiscaux. Pour répondre à la problématique posée, nous avons adopté une approche descriptive et analytique, ainsi qu'une méthode d'enquête. En conclusion de cette étude, plusieurs résultats ont été dégagés, parmi lesquels l'impact positif de la numérisation de l'administration fiscale sur les risques fiscaux : plus un nombre important de procédures est numérisé, plus cela contribue à éliminer les risques fiscaux

This study aims to clarify the various scientific, practical, and organizational frameworks related to both the digitization of tax administration and tax risks, by presenting the various electronic services provided by the tax administration to different taxpayers. In the daily activities performed by the taxpayer from the accounting and tax perspective, they are exposed to committing numerous mistakes that may result in additional burdens. This is what is referred to as tax risks, which can take various forms. The digital transformation of tax administration can improve the accuracy and efficiency of operations carried out by the taxpayer, thus eliminating some tax risks. To address the posed issue, the descriptive and analytical approach, as well as the investigative approach, were relied upon. At the conclusion of this study, several findings were reached, the most important of which is that the digitization of tax administration positively affects tax risks; the more procedures that are digitized, the more it helps eliminate tax risks
