عقود العمل محددة المدة وأثرها على استقرار العاملين- دراسة ميدانية بمقر بلدية عين الابل

Abstract

تناولت هذه الدراسة عقود المحددة المدة وأثرها على استقرار العمال في المؤسسة الخدماتية بلدية عين الإبل، وقد هدفت لتسلط الضوء على معرفة أهم العوامل التي تؤثر على استقرار العمال وعلى طبيعة الأداء العمال بنظام عقود العمل محددة المدة ومدى إقبالهم على تحقيق أهدافهم الاجتماعية ومحاولة توضيح العلاقة بين متغيرات الدراسة، حيث جاء هذا البحث للإجابة على التساؤل الرئيسي للإشكالية التالية: ما أثر عقود محددة المدة على استقرار العاملين؟ ومن إجابة عن السؤال المحوري قمنا بصياغة الفرضيات على نحو الآتي:تؤثر عقود العمل محدد المدة على الاستقرار الإجتماعي للعاملين. تؤثر عقود العمل محدد المدة على الاستقرار المادي للعاملين. واعتمدنا على نظرية العلاقات الانسانية كمقاربة نظرية لموضوعنا . ولتحقق من صدق هذه الفرضيات قمنا بإجراء دراسة ميدانية من أجل معرفة الأثر الذي يسببه عقد محدد المدة على استقرار العمال، بحيث أننا قمنا بربط المتغيرات ببعضها البعض وتفكيك المفاهيم وتجزئتها إلى مؤشرات، ومن هذه الأخيرة تم بناء أسئلة الإستمارة، ومن خلال خطة سيرنا لهذه الدراسة تم إعتمادنا على المنهج: الوصفي التحليلي وتم توزيع الإستمارة على عينة عشوائية 45عامل بعقد محدد المدة من أصل377عامل، تم تفريغ البيانات ومعالجتها إحصائية بواسطة الحساب اليدوي بالإعتماد على برنامج Excel لإعداد جداول تكرارية والتي تم تحليلها إحصائيا وسوسيولوجيا . و تم تأكد على أن العمل بالعقود محددة المدة تؤثر سلبياً على استقرار العمال لأن طبيعة العقد قد أثرت على إطمئنان العمال وهذا لمحدودية العقد والتخوف من فسخ العقد الذي قد ينجم عنه غياب الاستقرار المادي من أن لا يكون هناك أجر مستمر ومنتظم وأمان وظيفي من حيث علاقاتهم داخل محيط العمل، وهذا ما يؤثر على محيط الخارجي للعمال من خلال علاقاتهم الأسرية و في تكوين أسرة و إستقلالية مادية لتلبية متطلبات الحياة. __________

This study focussed on the fixed-term contracts and their impact on the workers' stability in the establishment of municipality in Ain El-Ebel. The main question in this study was: What is the effect of fixed-term contracts on the stability of workers? In response to that core question we formulated the hypotheses as follows: The fixed-term work contracts affect on the social stability of workers. The fixed-term employment contracts affect the financial stability of workers. We relied on the theory of human relations as a theoretical approach to our topic. In order to verify the validity of these hypotheses, we conducted a field study in order to investigate the impact of fixed-term contract on the stability of workers, in order to link each variables, dismantle the concepts and divided them into indicators. From the constructed questionnaire, we applied the descriptive analytical approach to carry out the study. The questionnaire was distributed to a random sample of 45 workers with a fixed-term contract out of 377 workers. The data was unloaded and statistically processed by manual calculation via Microsoft Excel in order to develop frequency tables. These tables were used to further analyzed statistically and sociologically. From the results obtained, it showed that working with fixed-term contracts negatively affects the stability of workers, because the nature of the contract has affected the reassurance of workers, owing to the limitations of the contract and the uncertainty of position. This greatly affect financial instability as there is no continuous and regular wage. In addition, the workers also felt insecurity in their job, which affect their work performance as well as the relationship stability in their family.
