مساهمة الإدارة الإلكترونية في تطوير العمل الإداري - (دراسة ميدانية بمديرية التجارة بالجلفة)

Abstract

تهدف الدراسة الحالية إلى التعرف على مدى مساهمة الإدارة الإلكترونية في تطوير العمل الإداري من وجهة نظر العاملين بمديرية التجارة وقد انطلقنا من التساؤل الرئيسي التالي: هل الإدارة الإلكترونية تسهم في تطوير العمل الإداري من وجهة نظر عمال التجارة ؟ ومن أجل تحقيق أهداف دراستنا تم الاعتماد على أسلوب العينة القصدية حيث بلغ عددهم 32مفردة. واعتمدنا في الدراسة على المنهجالوصفي التحليلي وذلك باستعمال استبيان لجمع البيانات من المبحوثين،حيث قسمت الدراسة إلى جانب منهجي وجانب نظري وجانب تطبيقي الذي تم فيه التحقق من صحة الفرضيات الآتية:  الفرضية العامة:الإدارة الإلكترونية تسهم في تطوير العمل الإداري من وجهة نظر عمال التجارة .  الفرضيات الجزئية: ف1:تسهمالإدارة الالكترونية في تفعيل مهارة التواصل بين العاملين في التجارة. ف2:تسهم الإدارة الالكترونية في تحقيق التكامل بين وظائف المصالح الإدارية. ف3:تسهم الإدارة الإلكترونية في تطوير كفاءة العامل. وأجريت الدراسة الميدانية بمديرية التجارة بمدينة الجلفة ،حيث قمنا بإعداد استبانة بالاعتماد على الجانب النظري ،والدراسات ذات الصلة بموضوع دراستنا وتم التأكد من صدق الاستبانة من خلال استخراج معامل الثبات بواسطة معادلة ألفاكرونباخ بنسبة 0.92% وقد أسفرت الدراسة على النتائج التالية: تطبيق الإدارة الإلكترونية أصبح ضرورة حتمية لكل من المؤسسات العمومية والخصوصية، من أجل مواكبة كل التطورات التكنولوجية الحاصلة. ساهمت الإدارة الإلكترونية بفضل تقنياتها ووسائلها المتطورة والعديدة في تسهيل وتطوير الخدمات الإدارية. غيرت الإدارة الإلكترونية أسلوب العمل من عمل ورقي إلى عمل إلكتروني ،مما أدى إلى سهولة وتسريع المعلومات وتبادلها أي توفير الجهد والوقت من حيث الزمان والمكان. __________

The current study aims to identify the contribution of e-administration in developing administrative work from the perspective of workers in the Department of Commerce. The main question that we started with was: Does e-administration contribute to developing administrative work from the perspective of commerce workers? To achieve our study objectives, we adopted a purposive sampling method where the sample size was 32 individuals. We used a case study approach in the study, using a questionnaire to collect data from the participants. The study was divided into a theoretical and an applied aspect, where we verified the following hypotheses: - General hypothesis: E-administration contributes to developing administrative work from the perspective of commerce workers. - Specific hypotheses: 1. E-administration contributes to activating communication skills among workers in commerce. 2. E-administration contributes to achieving integration between administrative functions. 3. E-administration contributes to developing worker efficiency. The field study was conducted at the Department of Commerce in the state of Djelfa. We prepared a questionnaire based on the theoretical aspect and related studies, and verified its validity by extracting the stability coefficient using Cronbach's alpha equation at 0.92%. The study resulted in the following findings: - The application of e-administration has become an in evitable e necessity for both public and private institutions in order to keep up with all technological developments. - E-administration has contributed, thanks to its s advanced and numerous technologies and tools, to facilitating and developing administrative services. - E-administration has changed the working style from paper-based to electronic, which has led to ease and speed in information exchange, saving effort and time in terms of time and place __________

La présente étude vise à identifier la contribution de l’administration électronique dans le développement du travail administratif du point de vue des fonctionnaires du ministère du Commerce. La principale question avec laquelle nous avons commencé était : L'e-administration contribue-t-elle à développer le travail administratif du point de vue des fonctionnaires du ministère du Commerce? Pour atteindre nos objectifs d'étude, nous avons adopté une méthode d'échantillonnage raisonné où la taille de l'échantillon était de 32 individus. Nous avons utilisé une approche d'étude de cas dans l'étude, en utilisant un questionnaire pour recueillir des données auprès des participants. L'étude a été divisée en un volet théorique et un volet pratique, où nous avons vérifié les hypothèses suivantes : - Hypothèse générale : L'e-administration contribue à développer le travail administratif du point de vue des salariés de la Direction du commerce. - Hypothèses spécifiques : 1. L'administration électronique contribue à activer les compétences de communication chez les fonctionnaires de cette Direction; 2. L'administration électronique contribue à réaliser l'intégration entre les fonctions administratives; 3. L'administration électronique contribue à développer l'efficacité des fonctionnaires. L'étude de terrain a été menée au niveau de la Direction du Commerce de Djelfa. Nous avons préparé un questionnaire basé sur l'aspect théorique et les études connexes, et vérifié sa validité en extrayant le coefficient de stabilité à l'aide de l'équation alpha de Cronbach à 0,92 %. L'étude a abouti aux conclusions suivantes : - L'application de l'e-administration est devenue une nécessité incontournable pour les institutions tant publiques que privées afin de suivre toutes les évolutions technologiques; - L'e-administration a contribué, grâce à ses technologies et outils avancés et nombreux, à faciliter et développer les services administratifs; - L'administration électronique a changé le style de travail du papier à l'électronique, ce qui a facilité et accéléré l'échange d'informations, économisant des efforts et du temps.
