دور الجزائر في ارساء السلم الاقليمي

Abstract

تهدف هذه الدراسة إلى تقييم دور الجزائر في إرساء السلم الإقليمي،من خلال محاولتها الوساطة لحل النزاعات المسلحة في كل من مالي و ليبيا. لقد ساهمت الجزائر في حل النزاع المسلح شمال مالي، وهذا بمساعدة الأطراف المتنازعة للتوصل إلى اتفاقي سلام الأول سنة 2006 و هو ما عرف باتفاق الجزائر ،و الثاني فكان اتفاق السلم و المصالحة سنة 2015. إلا أن الجزائر لم تتمكن بعد من إرساء سلم دائم و مستقر في مالي بسبب غياب التنمية الاقتصادية في المنطقة. أما في ليبيا فلا تزال الدبلوماسية الجزائرية تسعى لحل الأزمة هناك سواء من خلال تقديمها لمبادرات فردية أو مشاركتها في المبادرات الدولية و الإقليمية .

Cette étude vise à évaluer le rôle de l'Algérie dans l'établissement de la paix régionale, à travers ses tentatives de médiation pour la résolution des conflits armés au Mali et en Libye L'Algérie a contribué au règlement du conflit armé dans le nord du Mali avec l'aide des parties en conflit pour parvenir à des accords de paix, le premier en 2006, connu sous le nom d'Accord d'Alger. Le second a été l'Accord de paix et de réconciliation signé en 2015. Cependant, il n’a pas encore été en mesure d’établir une paix permanente et stable au Mali en raison de l’absence de développement économique dans la région. Quant à la Libye, la diplomatie algérienne cherche toujours à résoudre la crise en Lybie, soit en présentant des initiatives individuelles ou en participant à des initiatives internationales et régionales.

This study aims to assess the role of Algeria in establishing regional peace, through its attempt to mediate the solution of armed conflicts in both Mali and Libya.
