Abstract

في العصر الحديث، أصبحت التكنولوجيا عنصرًا حاسمًا في تغيير أساليب الإدارة، حيث أدت التقنيات الحديثة إلى تحول جذري من الإدارة التقليدية إلى الإدارة الرقمية. تهدف دراسة أثر الرقمنة على الخدمات الإدارية، مع التركيز على مديرية التربية لولاية الجلفة، إلى معرفة تأثير استخدام تكنولوجيا المعلومات على وظائف الإدارية ، وتحسين أدائها، واختبار العلاقة بين استخدام التكنولوجيا وأبعاد إدارة الموارد البشرية، بالإضافة إلى تحديد المعوقات التي تواجه تطبيقها. تتناول الدراسة ثلاثة محاور: الإطار المنهجي، خدمات الإدارة، و الرقمنة الإدارية. وخلصت النتائج إلى أن الرقمنة تحسن جودة الخدمات الإدارية عبر تقليل الوقت المستغرق في إنجاز المهام، تحسين كفاءة التشغيل، وتعزيز الشفافية والمساءلة داخل المؤسسات. وأوصت الدراسة بتبني الرقمنة بشكل أوسع، توفير التدريب المناسب للموظفين، وتطوير البنية التحتية التكنولوجية لدعم التحول الرقمي، مما يؤكد أن الرقمنة ضرورة إستراتيجية للمؤسسات الساعية للبقاء والتطور في بيئة عمل تنافسية ومتغيرة باستمرار.

Dans le monde moderne, la technologie est devenue un élément crucial dans la transformation des méthodes de gestin. Les technologies modernes ont conduit à un changement radical, passant de la gestion traditionnelle à la gestion numérique. Cette étude sur l'impact de la numérisation sur les services adoministratifs, avec un accent particulier sur la Direction de l'Éducation de la Wilaya de Djelfa, vise à comprendre l'influence de l'utilisation des technologies de l'information sur les fonctions administratives, ainsi qu'à identifier les obstacles à leur mise en œuvre. L'étude se concentre sur trois axes : le cadre méthodologique, les services administratifs, et la numérisation administrative. Les résultats ont montré que la numérisation améliore la qualité des services administratifs en réduisant le temps nécessaire à l'accomplissement des tâches, en améliorant l'efficacité opérationnelle, et en renforçant la transparence et la responsabilité au sein des institutions. L'étude recommande une adoption plus large de la numérisation, la fourniture d'une formation adéquate pour les employés, et le développement des infrastructures technologiques pour soutenir la transformation numérique, soulignant ainsi que la numérisation est une nécessité stratégique pour les institutions cherchant à survivre et à évoluer dans un environnement de travail compétitif et en constante évolution.

The study titled "The Impact of Digitalization on Administrative Services: A Field Study on the Directorate of Education in Djelfa Province" focuses on how digital transformation affects administrative services in the Directorate of Education in Djelfa. The study aims to analyze and evaluate the impact of implementing information and communication technology on the quality and efficiency of the services provided. The study highlighted that technology has become an integral part of modern administration, necessitating a shift from traditional methods to digital ones. Digital transformation enhances the efficiency of administrative processes, reduces the time required to complete tasks, and increases the transparency and accountability of administrative operations. The theoretical part covered concepts of digitalization, digital administration, and administrative services, and reviewed previous studies related to the topic. In the field part, surveys and interviews were conducted with employees in the Directorate of Education in Djelfa to assess the impact of digitalization on administrative work. The results showed that digitalization led to significant improvements in the speed and accuracy of executing administrative processes and increased satisfaction among employees and service recipients. However, the study also pointed out some challenges, such as the need to train employees on using digital systems and providing the appropriate infrastruc .
