Investing Outside Hydrocarbons as an Alternative to the Unity of the Oil Supplier in Algeria

Abstract

تهدف هذه الدراسة إلى مناقشة مشكلة التبعية النفطية بالجزائر، حيث تمثل الجباية البترولية مصدر رئيسي لدخل الوطني يمكن القول الوحيد حيث باقي القطاعات مساهمتها ضعيفة لدرجة انعدامها أمام هيمنة هذا المورد وهذا ما جعل الجزائر أمام مخاطر تقلبات أسعار النفط وتراجع الإرادات النفطية، مما وجب إيجاد حل الا وهو الاستثمار خارج المحروقات لكن هيمنتها عليه وسيطرتها لم تمكنها من تحرير هذا القطاع باعتباره ثروة وطنية مما فشل الاستثمار في هذا القطاع, لذا أرى أن البديل هو الاستثمار لكن خارج المحروقات أي في قطاعات بديلة تنافس هذا القطاع بحيث يمكن لمساهمتها ان تحد من أحادية المورد النفطي مثل قطاع الزراعة, الطاقة المتجددة ...هنا ظهر دور قانون الاستثمار للحد من هذه الهيمنة بتوفر حوافز وأنظمة تفضيلية مثل الإعفاءات الضريبية, الجمركية, دعم المشاريع الصغيرة والمتوسطة, سهولة التسجيل ...الخ, وبالتالي تشكل ركيزة أساسية تلعب دور محوريا في خلق بيئة جاذبة للاستثمارات غير النفطية, مما يدعم التنمية المستدامة ويقلل مخاطر الاعتماد على مورد واحد من خلال الاستثمار فيحول الأفكار إلى واقع ويرسخ أسس التقدم فهو يعكس رؤية طموحة نحو اقتصاد متنوع ومستقر فهو حجر الأساس وجسر الأمل.
