Abstract

Abstract: In light of the rapid increase in the pace of development and the significant advancements in the field of technology, it has become necessary for the Algerian legislator to adapt to these developments and subsequently promote and modernize the Algerian public administration. This will lead to the elimination of traditional methods, the improvement of public services, and the fulfillment of citizens' needs. The study aims to introduce local administration, highlight its importance, and the necessity of modernizing it, transforming it from a traditional public administration to a modern one free of outdated bureaucratic methods and far removed from the causes and problems of administrative backwardness. It also aims to identify the most important policies and strategies adopted by Algeria to build its administrations and overcome all the practical obstacles preventing this. In addition, it addresses the most important requirements for the success of the administrative modernization project and the implementation of the national modernization strategy and the e-administration project in Algeria.
