Abstract

ملخص الدراسة: تهدف هذه الدراسة إلى الكشف عن أثر حوادث العمل في المسار الوظيفي للعامل داخل مؤسسة الحماية المدنية، من خلال تحليل الحوادث المسجلة خلال الفترة الممتدة بين 2022 و2024. وقد تم التركيز على ثلاثة محاور أساسية: طبيعة الحوادث وتأثيرها، درجة خطورتها، وإجراءات الوقاية التي تعتمدها المؤسسة. اعتمدت الدراسة على المنهج الوصفي التحليلي، وارتكزت أدواتها على المقابلة المقننة مع مسؤولين وعمّال، بالإضافة إلى تحليل محتوى الوثائق الرسمية والتقارير الطبية والإدارية المرتبطة بالحوادث. وقد تم جمع بيانات دقيقة عن تسع حالات إصابة مهنية، وتحليلها من حيث نوع الحادث، صنفه، ومدى تأثيره على المسار المهني للعامل. وقد أظهرت النتائج تكرارًا واضحًا لنمط السقوط داخل بيئة العمل، مع تسجيل إصابات جسدية متفاوتة الخطورة، كان لها في بعض الحالات أثر مباشر على مهام العامل وموقعه الوظيفي. كما أظهرت المؤسسة تجاوبًا جزئيًا عبر تقديم إسعافات ودعم نفسي، لكنها لم تحقق استجابة تنظيمية مستدامة كفيلة بمنع التكرار أو إعادة دمج المصابين بشكل فعّال.

Abstract: This study aims to explore the impact of occupational accidents on workers' career paths within the Civil Protection Institution, through an analysis of incidents recorded between 2022 and 2024. The research focused on three main axes: the nature and effects of the accidents, their severity, and the preventive measures implemented by the institution. The study adopted a descriptive analytical methodology, utilizing structured interviews with workers and supervisors, along with content analysis of official documents and medical and administrative reports related to the incidents. Detailed data were collected on nine cases of occupational injuries and analyzed in terms of type, severity, and consequences on the workers’ professional trajectory.

Findings revealed a recurring pattern of falls within the workplace, with injuries ranging from minor to severe, some of which had a direct impact on the worker's role and career progression. While the institution showed partial responsiveness—such as providing first aid and psychological support—there was a lack of sustainable organizational actions capable of preventing recurrence or ensuring effective reintegration of injured workers. The study recommends reinforcing an institutional safety culture that promotes workplace protection measures and considers the psychological and social dimensions of post-injury career paths, in order to achieve a balancé between professional performance and workers' dignity. Résume: Cette étude vise à révéler l’impact des accidents du travail sur le parcours professionnel des employés au sein de l’Autorité de Protection Civile, en analysant les accidents enregistrés durant la période de 2022 à 2024. L’accent a été mis sur trois axes principaux : la nature des accidents et leur impact, leur degré de gravité et les mesures préventives adoptées par l’institution. L’étude s’est appuyée sur une approche analytique descriptive et ses outils se sont basés sur des entretiens structurés avec des fonctionnaires et des travailleurs, en plus de l’analyse du contenu des documents officiels et des rapports médicaux et administratifs liés aux accidents. Des données précises ont été recueillies sur neuf cas d’accidents du travail et analysées en fonction du type d’accident, de sa classification et de l’étendue de son impact sur le cheminement de carrière du travailleur. Les résultats ont montré une nette récurrence du schéma des chutes sur le lieu de travail, avec des blessures physiques de gravité variable enregistrées, qui dans certains cas ont eu un impact direct sur les tâches et le poste de travail du travailleur. L’organisation a également démontré une réponse partielle en fournissant les premiers soins et un soutien psychologique, mais elle n’a pas réussi à obtenir une réponse organisationnelle durable capable de prévenir la récidive ou de réintégrer efficacement les blessés.
