Abstract

تناولت هذه الدراسة موضوع الأرشيف الرقمي في المؤسسات الجزائرية، باختيار الصندوق الوطني للتقاعد بالجلفة أنموذجا، بهدف إبراز واقع الأرشفة الرقمية في ظل التحول الرقمي، وقد اعتمدنا في الدراسة على المنهج الوصفي التحليلي. شملت الدراسة جانبًا نظريًا تناول المفاهيم الأساسية للأرشفة الرقمية، ومراحل ومتطلبات الأرشفة وأساليب الحفظ، والمعايير المنظمة، إلى جانب التسيير الرقمي للأرشيف. أما الجانب التطبيقيركز على تجربة المؤسسة موضوع الدراسة، والتي تعتمد على أنظمة حديثة في التسيير الالكتروني للوثائق أي ال GED ومثل STAR وTDR، مما ساعد على تحسين الأداء الإداري رغم تحديات البشرية والتقنية. توصلت الدراسة إلى أن اعتماد الأرشيف الرقمي في الصندوق الوطني للتقاعد وكالة الجلفة؛ ساهم بشكل ملحوظ في تنظيم الوثائق في الصندوق الوطني للتقاعد بالجلفة، وفي تقليص الجهد والوقت المستغرق من قبل الموظفين في معالجة الملفات وتنظيمها، وتحقيق فعالية أكبر في التسيير الإداري، مع توصيات بضرورة تكثيف التكوين، وتحسين الظروف التقنية، ودعم الموارد البشرية، وتوسيع مجال الرقمنة ليشمل مختلف أنواع الوثائق.

Abstract: This study explores the implementation of digital archiving within Algerian institutions, with a focus on the National Retirement Fund in Djelfa as a case study. The objective is to highlight the current state of digital archiving amidst the ongoing digital transformation. The research adopts the descriptive and analytical methodology. The theoretical framework addresses essential concepts related to digital archiving, including its stages, requirements, preservation techniques, regulatory standards, and the digital management of archival records. The empirical part of the study examines the experience of the selected institution, which utilizes modern electronic document management systems (GED), such as STAR and TDR. These systems have contributed to enhancing administrative performance despite facing human and technical challenges. The findings indicate that the adoption of digital archiving has significantly improved document organization within the National Retirement Fund in Djelfa. Increased administrative efficiency. The study concludes with several recommendations, including the need to intensify staff training, improve technical infrastructure, support human resources, and broaden the scope of digitization to encompass all types of documents.

Résumé : Cette étude examine la mise en œuvre de l’archivage numérique au sein des institutions algériennes, en prenant comme étude de cas la Caisse Nationale de Retraite (CNR) de Djelfa. L’objectif est de mettre en avant la réalité de l’archivage numérique dans le contexte de la transformation numérique actuelle en utilisant la méthode descriptive et analytique. Le partie théorique traite des concepts fondamentaux liés à l’archivage numérique, notamment ses étapes, ses exigences, les méthodes de conservation, les normes réglementaires, ainsi que la gestion numérique des archives. La partie empirique de l’étude porte sur l’expérience de l’institution choisie, qui utilise des systèmes modernes de gestion électronique des documents (GED), tels que STAR et TDR. Ces systèmes ont contribué à l’amélioration de la performance administrative, malgré les défis humains et techniques rencontrés. Les résultats de l’étude révèlent que l’adoption de l’archivage numérique a considérablement amélioré l’organisation des documents au sein de la Caisse Nationale de Retraite de Djelfa. Elle a permis une réduction notable des efforts et du temps, tout en renforçant l’efficacité administrative. L’étude se conclut par plusieurs recommandations, notamment l’intensification de la formation, l’amélioration des conditions techniques, le renforcement des ressources humaines, et l’élargissement du champ de la numérisation à l’ensemble des documents de la caisse.
