أثر تكنولوجيا الاتصال الحديثة على القيادة الادارية

Abstract

ملخص: يشهد العالم اليوم تحولات متسارعة بفعل التطور التكنولوجي، لا سيما في مجال الاتصال، مما انعكس بشكل واضح على مختلف أنماط الإدارة داخل المؤسسات. وانطلاقًا من هذا الواقع، جاءت هذه الدراسة لتبحث في أثر تكنولوجيا الاتصال الحديثة على القيادة الإدارية، من خلال دراسة ميدانية بجامعة زيان عاشور بالجلفة. وقد تم اعتماد المنهج الوصفي باستخدام أداة الاستبيان، حيث وُزعت 50 استمارة على عينة من رؤساء المصالح بالجامعة، وتم تحليل البيانات باستخدام البرنامج الإحصائي SPSS من خلال جداول بسيطة ومركبة. توصلت الدراسة إلى أن تكنولوجيا الاتصال الحديثة تلعب دورًا إيجابيًا في تعزيز فعالية القيادة الإدارية، من خلال تحسين تدفق المعلومات، وتنظيم المهام، وتعزيز الشفافية، وتشجيع أنماط القيادة التشاركية. كما أظهرت النتائج وجود تحوّل تدريجي نحو اعتماد أدوات الاتصال الرقمي في صناعة القرار. غير أن هذا التأثير يظل محصورًا ما لم يُواكب بتطوير ثقافة تنظيمية مرنة تُعزّز التكوين والتحفيز. وفي ضوء ذلك، توصي الدراسة بضرورة دمج التكنولوجيا ضمن السياسات القيادية، مع العمل على تكوين الموارد البشرية، وتحفيزها، وتهيئة بيئة تنظيمية تستوعب التحوّل الرقمي وتوظفه بفعالية في السياق الجامعي. الكلمات المفتاحية: تكنولوجيا الاتصال الحديثة – القيادة الإدارية – التحول الرقمي – القرار الإداري – جامعة الجلفة – الثقافة التنظيمية – الاتصال المؤسسي.

Abstract: The contemporary world is witnessing rapid transformations driven by technological advancements, particularly in the field of communication, which have had a significant impact on management practices within institutions. Based on this context, the present study aims to investigate the impact of modern communication technologies on administrative leadership, through a field study at Ziane Achour University of Djelfa. The research adopted the descriptive approach, using a questionnaire distributed to 50 heads of departments at the university. The collected data were analyzed using SPSS software, with the help of both simple and cross-tabulation tables. The study found that modern communication technologies play a positive role in enhancing the effectiveness of administrative leadership by improving information flow, task organization, transparency, and encouraging participative leadership styles. The findings also highlighted a gradual shift towards the use of digital communication tools in decision-making processes. However, this impact remains limited unless accompanied by the development of a flexible organizational culture that promotes training and motivation. Accordingly, the study recommends integrating modern technologies into leadership policies, focusing on human resource development, and creating an adaptive organizational environment that supports and utilizes digital transformation effectively within the academic context.
