أثر الانفاق العام الاستثماري على نمو القطاع الفلاح في الجزائر دراسة تحليلية قياسية خلال الفترة (2001-2021) // The Impact of Public Investment Spending on the Growth of the Agricultural Sector in Algeria: An Econometric Analytical Study During the Period (2001-2021)

Abstract

استهدفت الدراسة تحليل وقياس أثر الانفاق العام الاستثماري على نمو القطاع الفلاحي في الجزائر خلال الفترة (2001-2021)، وهذا من خلال مساهمته في دعم النمو الاقتصادي وتحقيق الأمن الغذائي، ومعرفة تأثير أهم المتغيرات الاقتصادية التي تؤثر عليه وأهم النتائج التي يمكن استخلاصها في هذا الشأن، حيث تبين أن الإنفاق الاستثماري العام يساهم بشكل إيجابي في تطوير القطاع الفلاحي، سواء من حيث تحسين الإنتاجية أو دعم البنية التحتية، ومع ذلك، تظل هناك تحديات تتعلق بكفاءة توزيع الموارد والقدرة على الاستفادة من المشاريع المنفذة. وفي إطار نمذجة القيمة المضافة للقطاع الفلاحي خلال الفترة (1990-2021، اقترحت الدراسة عدة متغيرات تفسيرية، من بينها نسبة الاستثمار الفلاحي من الإنفاق العام الاستثماري، الواردات والصادرات الفلاحية المساحة الصالحة للزراعة من إجمالي المساحة، والتساقط. قبل البدء في عملية النمذجة، تم التحقق من استقرارية هذه المتغيرات باستخدام اختباري جذر الوحدة (ADF) و (PP)، وأظهرت النتائج أنها متكاملة من الدرجة الأولى مما أتاح لنا استخدام اختبار منهجية الحدود، أظهرت النتائج وجود تكامل مشترك على المدى الطويل و النموذجARDL هو المقاربة الأفضل والذي يشرح حوالي 85% من التغيرات الحاصلة في القيمة المضافة في القطاع الفلاحي في الجزائر، كما أن معامل تصحيح الخطأ ذو معنوية إحصائية مقبولة عند مستوى معنوية 1% و بإشارة سالبة أي أن حوالي 104% من اخطاء الأجل القصير يمكن تصحيحها في العام الأول من أجل العودة إلى الوضع التوازني في الأجل الطويل، كما أن النموذج المعتمد مقبول من وجهة إحصائية وقياسية و بالتالي فهو ذو مصداقية

The study aimed to analyze and measure the impact of public investment spending on the growth of the agricultural sector in Algeria during the period (2001-2021). This was achieved by assessing its contribution to supporting economic growth and achieving food security, as well as identifying the impact of key economic variables that influence it and the main conclusions that can be drawn in this regard. The findings indicate that public investment spending positively contributes to the development of the agricultural sector, both interms of improving productivity and supporting infrastructure. However, challengesremainregarding theefficiencyof resource allocation and the ability to fully benefit from implemented projects.

In the contextof modelingthe addedvalue of the agricultural sector during the period (1990-2021), the study proposed several explanatory variables, including the proportion of agricultural investment from public investment spending, agricultural imports and exports, arable land as a percentage of total land area, and rainfall. Before starting the modeling process, the stability of these variables was verified using the unit root tests (ADF) and (PP), and the results showed that they are integrated of the first order. This allowed us to apply the bounds testing approach. The results indicated the existence of long- term cointegration, and the ARDL model proved to be the best approach, explaining about 85% of the changes in the added value of the agricultural sector in Algeria. Furthermore, the error correction term was statistically significant at the 1% level with a negative sign, meaning that around 104% of short-term errors can be corrected within the first year to return to long-term equilibrium.
