Abstract

الموارد البشرية من أهم العوامل المساعدة في تفعيل التنمية المحلية من خلال العلاقة بين إدارة الموارد البشرية في المؤسسات و الإدارة العمومية فلا يمكن الحديث عن التنمية دون الحديث عن تنمية الموارد البشرية، التي هي عملية شبه مستمرة تهدف إلى تبادل ونقل الخيرات واكتساب المعلومات وتنمية المهارات وبناء القدرة على استخدام التكنولوجيا بما يحقق أهداف راقية في ظل الإمكانيات المتاحة إذا لا يمكن الوصول إلى التنمية المحلية دون التعاون مع القطاعات الفعالة في المجتمع المحلي والذي يساهم في دعم مكونات التنمية المحلية وتزويدها بالوسائل الأولية للمحافظة على استمرارية نمو المجتمع. تستند التنمية المحلية إلى الاستغلال الرشيد للموارد بهدف إقامة مجتمع حديث، والانتقال من حالة التخلف والركود إلى حالة وضع التقدم وسد الحاجات الأساسية لسكان المحلين بجهودهم الذاتية ومساندة الهيئات الحكومية ، وباتت التنمية المحلية تشكل ركيزة من ركائز التنمية الوطنية الشاملة والمتوازنة ودورها المؤثر في تفعيل الاستثمارات المحلية وخلق فرص العمل و المشاريع. الإنسان هو أساس التنمية وجوهرها، والقاعدة الأساسية ليست في الموارد المستعملة وإنما في من يستعمل هذه الموارد وكيف يستغلها . إن الموارد البشرية تساهم في رفع عجلة التنمية المحلية بكل مجالاته صناعية زراعية اقتصادية وهنا تقاس أهمية الموارد البشرية على مستوى المجتمعات ككل من خلال الإسهام في النهضة الإنسانية، وما تحدثه العقول المفكرة على مستوى الحياة في شتى المجالات، فالمورد البشري يعد العامل الأساسي الذي يساعد على إيجاد الابتكارات التقنية التي تسهل حياة الناس، وتعمل على تغييرها إلى الأفضل . وعلى هذا الأساس نتأكد أن الموارد البشرية في الواقع المؤسسي أو المنظم من خلال ما يمكن للمورد البشري أن يحققه في حياة المنظمة أو المجتمعات، وعليه فإن للموارد البشرية أهمية كبرى كزيادة الجودة وذلك من خلال تحقيق أعلى درجة من جودة الأداء من خلال وجود الأشخاص الخبراء في المجالات التي يعملون بها ضمن الاختصاصات المختلفة، وهنا تبرز أهمية الموارد البشرية في دفع عجلة الإنتاج ذات الجودة العالية إلى الأمام.
