Abstract

يتمركز موضوع المطبوعة البيداغوجية حول: الحوكمة (الحكم الرشيد) وأخلاقيات المهنة كمقياس موجه لطلبة '' السنة ثالثة ليسانس علم الاجتماع '' مدرج في السداسي الأول، ويعتبر من المقاييس المهمة لدى طلبة السنة ثالثة علم الاجتماع. يستهدف موضوع هذه المطبوعة بشكل أساسي التركيز على تزويد الطلبة بكفاءات ومؤهلات علمية ومعرفية حول الحكم الرشيد وأخلاقيات المهنة، في تطوير معارفهم من خلال استعراض مفهوم الحوكمة وماهيتها في تسير مؤسسات المجتمع ومختلف أبعادها ومكوناتها كنظام استراتيجي عملي. ومن ثم التعرض للمبادئ التي يقوم عليها الحكم الرشيد، ومنه التعرض لظاهرة الفساد وما تستوفيه من مختلف مظاهر الفساد (الأخلاقي والاجتماعي والمالي والإداري) بشكل عملي يستهدف تعميق فهم الطالب حول السلوكيات الغير سوية والانحرافات المخالفة وما ينتج عنها من مظاهر الفساد. كذلك يستعرض محتوى هذه المطبوعة وبشكل دقيق مظاهر الفساد المالي والإداري بالتركيز على الأسباب والآثار المترتبة على ذلك، وتجليات مظاهر الفساد سواء في جانبها التنظيمي، والانحراف السلوكي والقيمي والانحراف الجنائي ومدى فاعلية الحوكمة أو الحكم الرشيد في مساهمته في ردع مثل هذه الظواهر. إضافة إلى تسليط الضوء على طرق وأساليب محاربة الفساد من قبل الهيئات والمنظمات الدولية والمحلية، باستعراض نماذج وتجارب بعض الدول في مكافحة الفساد وصولا إلى فهم أخلاقيات المهنة وماهيتها في العمل داخل المؤسسات والمنظمات وهذا ما من شأنه أن يؤدي إلى توعية الطالب وتحسيسه من خطر الفساد ودفعه للمساهمة في محاربته من خلال اكتساب معارف متعلقة بالحكم الرشيد وأخلاقية المهنة.

Abstract: The subject of the pedagogical publication is centered around: Governance (Good Governance) and Professional Ethics as a measure directed to students of the "Third Year Bachelor of Sociology" included in the first semester, and it is considered one of the important measures for students of the Third Year of Sociology. The main objective of this publication is to focus on providing students with academic and

cognitive competencies and qualifications related to good governance and professional ethics, while developing their knowledge by reviewing the concept of governance and its nature in the functioning of societal institutions and its various dimensions and components as a practical strategic system. Then, exposure to the principles upon which good governance is based, including exposure to the phenomenon of corruption and the various manifestations of corruption it entails (moral, social, financial, and administrative) in a practical manner aimed at deepening the student's understanding of abnormal behaviors, deviant deviations, and the resulting manifestations of corruption. The content of this publication also carefully reviews the manifestations of financial and administrative corruption, focusing on the causes and effects resulting from this, and the manifestations of manifestations of corruption, whether in its organizational aspect, behavioral and value deviation, criminal deviation, and the extent of the effectiveness of governance or good governance in its contribution to deterring such phenomena. In addition to shedding light on ways and methods of combating corruption by international and local bodies and organizations, by reviewing the models and experiences of some countries in combating corruption, we will reach an understanding of professional ethics and its nature in working within institutions and organizations. This will lead to raising awareness and sensitizing students to the danger of corruption and motivating them to contribute to combating it by acquiring knowledge related to good governance and professional ethics.
