Abstract

ملخص: هدفت هذه الدراسة إلى تبين أثر فعالية تنظيم العمل الإداري في تعزيز جودة الخدمات المقدمة للمواطن بالجماعات المحلية، بالتطبيق على بلدية الجلفة. واعتمد البحث على المنهج الوصفي التحليلي، وتم جمع البيانات عبر استمارة وزعت على عينة من الموظفين والمرتفقين. وتوصلت النتائج إلى وجود علاقة ارتباطية ذات دلالة إحصائية بين وضوح الهيكل التنظيمي وسرعة تقديم الخدمة. كما أظهرت المخرجات أن إدراج تكنولوجيا الإعلام والاتصال يساهم في تعزيز موثوقية الخدمات وتقليل الخطأ البشري. وأكدت الدراسة أن جودة الاستقبال والمهارات التواصلية للموظف تؤثر طردياً على الرضا الكلي للمواطن. وأوصى البحث بضرورة دعم البنية الرقمية وتدريب موظفي الواجهة الأمامية. الكلمات المفتاحية:تنظيم العمل الإداري؛ جودة الخدمات؛ الجماعات المحلية؛ بلدية الجلفة؛ رضا المواطن.

Abstract: This study aimed to demonstrate the impact of administrative work organization effectiveness on enhancing the quality of services provided to citizens in local communities, specifically applied to the Municipality of Djelfa. The research adopted a descriptive-analytical approach, and data were gathered using a questionnaire distributed to a sample of employees and citizens. The findings revealed a statistically significant correlation between the clarity of the organizational structure and the speed of service delivery. Furthermore, the results showed that integrating information and communication technology contributes to enhancing service reliability and reducing human error. The study also confirmed that the quality of reception and the employee's communication skills positively affect overall citizen satisfaction. The research recommended the necessity of supporting the digital infrastructure and training front-line employees.
