الملخص:
تهدف هذه الدراسة إلى إبراز أثر الثقافة التنظيمية في تعزيز أخلاقيات المهنة داخل المؤسسة، من خلال دراسة ميدانية أُجريت على موظفي بريد الجزائر. وقد سعت الدراسة إلى معرفة طبيعة العلاقة بين القيم والمعتقدات التنظيمية وأخلاقيات المهنة، ومدى تأثير الثقافة التنظيمية في توجيه سلوك العاملين داخل بيئة العمل.
ولتحقيق أهداف الدراسة، تم الاعتماد على المنهج الوصفي التحليلي، واستخدام الاستبيان كأداة رئيسية لجمع البيانات، حيث تم توزيع (60) استمارة على موظفين عبر ستة فروع مختلفة لبريد الجزائر. كما تم تحليل البيانات باستخدام مجموعة من الأساليب الإحصائية، أبرزها المتوسط الحسابي، والانحراف المعياري، ومعامل الارتباط، والانحدار الخطي البسيط.
وقد توصلت الدراسة إلى وجود مستوى مرتفع من القيم والمعتقدات التنظيمية داخل المؤسسة، إضافة إلى وجود مستوى مرتفع من الالتزام بأخلاقيات المهنة لدى الموظفين. كما أظهرت نتائج الدراسة وجود أثر ذي دلالة إحصائية لكل من القيم التنظيمية والمعتقدات التنظيمية على أخلاقيات المهنة، مما يؤكد أن الثقافة التنظيمية تُعد عاملًا أساسيًا في تعزيز السلوك الأخلاقي وتحسين الأداء المهني داخل المؤسسة.
وفي ضوء النتائج المتوصل إليها، أوصت الدراسة بضرورة تعزيز الثقافة التنظيمية الإيجابية داخل المؤسسات من خلال ترسيخ قيم النزاهة والشفافية، وتطوير أساليب القيادة الأخلاقية، وتعزيز التكوين والرقابة المهنية بما يساهم في تحسين جودة الأداء وتحقيق الفعالية التنظيمية.

Abstract
This study aims to highlight the impact of organizational culture on promoting professional ethics within the institution of Algeria Post through a field study conducted on its employees. The study sought to identify the nature of the relationship between organizational values, organizational beliefs, and professional ethics, as well as the extent to which organizational culture influences employees’ behavior within the work environment.
To achieve the objectives of the study, the descriptive analytical method was adopted, and a questionnaire was used as the main tool for data collection. A total of (60) questionnaires were distributed to employees across six different branches of Algeria Post. The collected data were analyzed using several statistical methods, most notably the arithmetic mean, standard deviation, correlation coefficient, and simple linear regression.
The study findings revealed a high level of organizational values and beliefs within the institution, in addition to a high level of commitment to professional ethics among employees. The results also demonstrated the existence of a statistically significant effect of both organizational values and organizational beliefs on professional ethics, confirming that organizational culture is a fundamental factor in promoting ethical behavior and improving professional performance within the institution.
In light of the findings, the study recommended the necessity of strengthening positive organizational culture within institutions by promoting the values of integrity and transparency, developing ethical leadership practices, and enhancing professional training and supervision in order to improve performance quality and achieve organizational effectiveness.
