Abstract

ملخص الدراسة: -تعد المكتبات الرقمية من اهم مخرجات التحول الرقمي في مجال إدارة المعرفة، حيث تهدف الى توفير مصادر معلومات متنوعة بصيغ الكترونية تتيح للمستخدمين الوصول اليها بسهولة وفي أي وقت ممكن¸ ويأتي اعداد دفتر الشروط الخاص بإنشاء مكتبة رقمية كخطوة أساسية لضمان نجاح هذا المشروع¸ اذ يحدد بدقة المتطلبات الوظيفية والتنظيمية والتقنية والقانونية اللازمة لتصميم وتنفيذ نظام فعال ومستدام ¸كما يساهم هذا الأخير أيضا في توضيح وتحديد الأهداف المرجوة ومسؤوليات الأطراف المعنية¸ وضبط معايير الجودة والأمان مع حماية الملكية الفكرية ¸مما يضمن تقديم خدمات معلوماتية متطورة تلبي احتياجات المستفيدين وتواكب التطورات التكنولوجية الحديثة. Abstract:THE DIGITAL libraries are considered one of the most important outcomes of digital transformation in the field of knowledge management, as they aim to provide various information sources in electronic formats that allow users to access them easily and at any time possible. Preparing the book of conditions for establishing a digital library comes as an essential step to ensure the success of this project, as it precisely defines the functional, organizational, technical and legal requirements necessary to design and implement an effective and sustainable system. The latter also contributes to clarifying and determining the desired goals and responsibilities of the parties concerned, and setting quality and safety standards while protecting the rights of Intellectual property, which ensures the provision of advanced information services that meet the needs of beneficiaries and keep pace with modern technological developments.
