محددات السياسة الخارجية الصينية تجاه إفريقيا

Abstract

ملخص: يعالج هذا الموضوع أهمية القارة الإفريقية والمكانة التي تحتلها في توجهات السياسة الخارجية الصينية خاصة اقتصاديا، وقد حققت هذه السياسة نموا في السنوات الأخيرة في إفريقيا والساحة الدولية، حاولنا في البداية التركيز على المقاربات النظرية المفسرة لسياسة الصين الخارجية حيث توصلنا إلى أن المقاربة النيوواقعية والنيوليبرالية هما الإطاران الأنسب لتفسير هذه السياسة. سعت بعدها الدراسة لإبراز أبعاد السياسة الخارجية الصينية حيث ركزنا على البعد الاقتصادي باعتباره عامل مهم في فهم هذه الإستراتيجية، فقد أعطت هذه السياسة فرصا للقارة تمثلت في المساعدات المالية والتنموية والاستثمارات الكبيرة التي استفادت منها القارة. إلا أن هذه السياسة واجهت تحديات كبيرة أبرزها المنافسة العالمية للقوى الغربية وانتقادها بسبب دعمها للنظم التسلطية في إفريقيا سياسيا والتأثير سلبا على اقتصادات دول إفريقيا بسبب ضعف تنافسية الشركات المحلية. summary This subject deals with the importance of the African continent and its superior economical position in the orientations of the Chinese foreign policy. It has realized a development in the recent years in Africa and the international territory, we inceptively tried to focus on the explanatory theoretical approximation upon the foreign policy of china, wherein we found out that the new realism and new liberalism approximation are the most suitable to explain this policy. This study aims at illustrating (demonstrating) the dimensions of the Chinese foreign policy, where we focused on the economical dimension because of its importance in understanding this strategy. It indeed gave many opportunities to the continent such as financial, developmental supports as well as the big investments that the continent benefitted from. However this policy has faces big challenges amongst which the international competition of the western powers and their critics due to its support toward the oppressive systems in Africa economically, and the negative impact on the economics of the African countries because of the weak competition of the local companies.
