أثر المصالحة الوطنية على الاستقرار السياسي في الجزائر

Abstract

ملخــص: تعود نشأت الصراعات حول السلطة في الجزائر إلى ما بعد الاستقلال، حيث شهدت العديد من الأحداث وقد كان أخرها من قلب الشعب بعد أزمة 1988، والتي أفرزت التحول الديمقراطي الذي ساهم هو كذلك بصعود التيار الإسلامي و نجاحه الكبير في استقطاب و تأييد الشعب، وذك بالتصويت عليه إلا أن السلطة رفضت ذلك جملة وتفصيلا وأوقفت المسار الانتخابي، الذي تولدت عنه صراعات شرسة من قتل وتشريد و راح جراءها الآلاف من الجزائريين، وكادت أن تؤدي بالجزائر إلى الهاوية لولا الإصلاحات التي أرساها الرئيس اليمين زروال بقانون الرحمة، الذي كان النواة الأولى في إرجاع الجزائر إلى مسار السلم، من ثم تابعها الرئيس الموالي عبد العزيز بوتفليقة بقانوني الوئام المدني والمصالحة الوطنية، التي عملت على درئ الفتنة ونشر السلام وحملت جملة من الإصلاحات التي مست ضحايا المأساة الوطنية، وكذلك في ما يتعلق بالحياة السياسية، وقد تكللت هذه الآليات بالأثر الجليِ في إرساء وتثبيت الاستقرار الأمني و السياسي في الجزائر. ABSTRACT : The conflict over power in Algeria dates back to the post-independence period. It witnessed many events, the most recent of which was the people's heart after the 1988 crisis, which produced the democratic transition that contributed to the rise of the Islamic trend and its great success in attracting and supporting the people. But the Authority rejected this altogether and stopped the electoral process, which resulted in fierce conflicts of killing and displacement caused by thousands of Algerians, and would almost lead Algeria to the abyss without the reforms laid down by President Liamine Zeroual law of mercy, which was the first nucleus in the return of Algeria to The path of the ladder Followed by President Abdelaziz Bouteflika of the Code of Civil Harmony and National Reconciliation, which worked to stifle sedition and spread peace, and carried out reforms that affected the victims of the national tragedy, as well as political life. These mechanisms had the effect of establishing and stabilizing security and Political situation in Algeria.
