سياسات الحكم الراشد و أثره في التنمية المحلية في الجزائر

Abstract

ملخص: ارتبطت عملية تحقيق الحكم الراشد في الجزائر بمسألة التنمية وبالتحديد التنمية المحلية، حيث أن أي دولة من الدول حتى تقوم بمواجهة التحولات السياسية والاقتصادية الحاصلة في العالم لابد من توافر مبادئ الحكم الراشد التي يقوم عليها إلا أنه لابد من توافر نظام إداري وحكومي لا مركزي حتى يكون من السهل تحقيق مبادئ الحكم الراشد. وقد تم توسيع نطاق مشاركة المواطنين في عملية الحكم وقلص دور الدولة ومنحت مؤسسات المجتمع المدني والقطاع الخاص دوار كبيرا في عملية التنمية، وقد تطرق البنك الدولي لموضوع التنمية في العالم تحت العديد من المسميات، كذلك فإن ترشيد الإدارة المحلية له دور كبير في تحقيق التنمية الوطنية ، ويكون كل ذلك عن طريق إشراك المواطن الذي يعتبر أساسيا مهما في عملية التنمية المحلية وكونه قريبا من الإدارة وجزء أسياسيا من عملية التنمية. ومن خلال كل ما تطرقنا له في دراستنا توصلنا إلى أن للجزائر الكثير من مقومات التنمية فإذا قامت بوضع استراتيجيات قوية ومدروسة ومبنية على أسس علمية فإنها ستحقق تنمية فعالة في كل مجالاتها إلا أننا نحتاج إلى الإرادة السياسية الصادقة والقوية ونحتاج إلى تفعيل الرقابة على كل المشاريع التنموية.

The process of achieving good governance in Algeria has been linked to the issue of development, namely, local development, where a country is one of the countries in order to face the political and economic transformations taking place in the world. The principles of good governance are essential, but a decentralized administrative and government system is necessary. It is easy to achieve the principles of good governance. The participation of citizens in the governance process has been expanded, the role of the state has been reduced, civil society institutions and the private sector have been given a major role in the development process. The World Bank has addressed the subject of development in the world under many names. The rationalization of local administration plays a major role in achieving national development, All this is done through the involvement of the citizen, who is considered to be an essential element in the process of local development and being close to the administration and an Asian part of the development process. Through all that we have addressed in our study, we have concluded that Algeria has many elements of development. If it develops strong, studied and scientifically based strategies, it will achieve effective development in all its fields, but we need a strong and honest political administration.
