إشكالية الحكم الراشد في ظل الفساد الاداري في الجزائر 2000-2015

Abstract

تعتبر ظاهرة الفساد الإداري ظاهرة منتشرة عالميا نظرا إلى ما تحمله من الأثار السلبية للعالم عامة والمجتمع بصفة خاصة وهذا ما أدى إلى المنظمات الدولية بالإضافة إلى الدول محاولة تطبيق آليات الحكم الراشد للقضاء على هذه الظاهرة . و في سياق محاربة هذه الظاهرة تبنت الجزائر مفهوم الحكم الراشد كمنهج و آلية للحد من الفساد الإداري ، و من خلال هذه الدراسة حاولنا تسليط الضوء على حيثيات هذا المفهوم و اهم الأسس والمؤشرات التي يقوم عليها و التي من خلالها نستطيع الحديث عن أهمية الحكم الراشد في الحد من الفساد ، لاسيما في الإدارات العمومية الجزائرية . Abstract The phenomenon of administrative corruption is a widespread phenomenon in the world due to the negative effects it has on the world in general and society in particular, which led international organizations in addition to countries to try to apply the mechanisms of good governance to eliminate this phenomenon. In the context of combating this phenomenon, Algeria adopted the concept of good governance as a method and mechanism to reduce administrative corruption. Through this study we tried to shed light on the fundamentals of this concept and the most important bases and indicators on which we can talk about the importance of good governance in reducing Of corruption, especially in Algerian public administrations.
