أثر الانفاق العام على المؤشرات الاقتصادية الكلية في الجزائر : دراسة تحليلية قياسية مقارنة مع بعض دول المغرب العربي خلال الفترة (1990-2017)

Abstract

عالجت هذه الدراسة موضوع السياسة الاتفاقية وأثرها على المؤشرات الاقتصادية الكلية مع دراسة تحليلية وقياسية لحالة الاقتصاد الجزائري مقارنة مع بعض دول المغرب العربي " المغرب، تونس" خلال الفترة (1990-2017)، وهدفت الدراسة في الجانب النظري إلى توضيح أهم المفاهيم المتعلقة بالسياسة الانفاقية و مؤشرات الاقتصادية الكلية وكذا أهم النظريات المفسرة للعلاقة بينهما، أما في الجانب التطبيقي فهدفت إلى تحليل وقياس أثر الانفاق العام على معدل النمو الاقتصادي ومعدل التضخم ومعدل البطالة في الدول المغرب العربي محل الدراسة، من خلال الاعتماد على طرق القياس الاقتصادي وذلك باستخدام بيانات طويلة الأجل بانيل وفحص استقرارية السلاسل الزمنية واستخدام اختبار تكامل مشترك بين المتغيرات، وفي الأخير تقدير العلاقة في المدى الطويل باستخدام طريقة المربعات الصغرى المعدلة كليا FMOLS. ومن خلال هذا الدراسة توصلنا لعدة نتائج أهمها وجود علاقة تكامل مشترك بين الانفاق العام من جهة ومعدل النمو الاقتصادي ومعدل التضخم من جهة أخرى ولا توجد علاقة تكامل مشترك مع معدل البطالة، إضافة إلى أن الانفاق العام يؤثر بالإيجاب على معدل النمو الاقتصادي وبالسلب على معدل التضخم.

This study dealts the subject of expenditure policy and its effect on macroeconomic indicators with an analytical and econometric study on the Algerian Economy compared with the some Arab Maghreb countries "Morocco, Tunisian" during the period (1990-2017), in the theoritical part the study aims to clarify the most important concepts related to government spending policy and the macroeconomic indicators, as well as the most important theories explaining the relationship between them. However, the empirical study aims to analyse and measure the impact of public expenditure on growth rate , inflation rate and unemployment rate in some Arab Maghreb countries under study, using one economic measurement methods through the use of PANEL data and testing the stationarity of data and applying fully modified ordinary least squares method (FMOLS). Through this study, we reached several important results of which is cointegration relationship between public expenditure, economic growth rate and inflation rate, and there is no cointegration relationship with the unemployment rate, in addition to public expenditure positively affects the rate of economic growth and negatively on the rate of inflation.
