Abstract

ملـــــخـص يعد هذا البحث دراسة التي ركز الطالب فيها على التمظهرات الايجابية والسلبية للبيروقراطية ( النموذج المثالي ), وكذا السلطة ونوع التدرج باعتبارها ركيزة أساسية التي يقوم عليها أي تنظيم بيروقراطي داخل أية مؤسسة، فتحقيق التنظيم لأهدافه لا يتحقق إلا من خلال مظاهر إيجابية لتطبيقات النموذج البيروقراطي والتدرج السليم للسلطة ضمنه, كما أن مظاهره تحددها سلوك الفاعلين (فعل اجتماعي) داخل التنظيم وتحديد سلوكاتهم, على هذا الأساس حاول الطالب من خلال هذا البحث دراسة تمظهرات النموذج البيروقراطي بالتركيز على الجوانب الإيجابية والسلبية له، بعبارة أخرى وصف البيروقراطية من خلال مظاهرها في الإدارة سلبية أم كانت إيجابية أم معا في آن واحد إلى جانب ذلك محاولة معرفة نوع السلطة ووصفها وهل نوع السلطة تدعمه نوعية التدرج السلمي أم لا. ما يمكن قوله أن هذه الدراسة تنتمي إلى الدراسات الوصفية التي لا تقتصر على مجرد جمع البيانات، أو المعطيات من الواقع فقط، وإنما جمع هذه البيانات وتحليلها، وتفسيرها واستخلاص نتائجها طبقا لأهداف الدراسة المسطرة لها معتمدة في ذلك على الوصف الكيفي والكمي للظاهرة. تم الطالب اختيار العينة بالاعتماد على منهج المسح الشامل الذي يتناول كل أفراد العينة الخاصة بالدراسة والمتمثلة في 50 وحدة إحصائية (موظف) وتوصل إلى أن أفراد العينة: - تختلف حسب متغير السن. - أيضا تختلف حسب متغير الحالة الزوجية والمرحلة التعليمية والاختصاص. حيث توصل إلى نتيجة أساسية مفادها أن البيروقراطية في تمظهرها الايجابي الذي يتمثل في وضوح القوانين واللوائح والتعليمات والدقة في العمل ومطابقتها للواقع المثالي للنموذج البيروقراطي نسبيا ولا يخلو كذلك من زوايا سلبية في اتخاذ القرارات وتفويض السلطة إلا أن أغلب النموذج محل الدراسة أتى بإيجابية يقترب تمظهره للواقع الذي أشار إليه ماكس فيبر. إلا أن تفويض السلطة أتت في تمظهرها السلبي للبيروقراطية وهي منح الصلاحيات المحدودة أي بمعنى سلطة مفوضة محدودة الصلاحيات. وفي النهاية أكد البحث إيجابية النموذج البيروقراطي وسلبيته من ناحية تفويض السلطة محل الدراسة.

Summary

This research is a study in which the student focused on the positive and negative manifestations of bureaucracy (ideal model), as well as authority and type of hierarchy as a fundamental pillar on which any bureaucratic organization within any institution, achieving the organization of its objectives is achieved only through positive manifestations of the applications of the bureaucratic model and the proper hierarchy of power within it, and its manifestations are determined by the behavior of the actors (Social action) within the organization and determining their behaviors, on this basis the student tried through this research to study the manifestations of the bureaucratic model by focusing on the positive and negative aspects of it, in other words describing bureaucracy through its manifestations in the administration negative or positive or simultaneously besides trying to know the type of authority and describe it and whether the type of authority is supported by the quality of peaceful gradation or not. What can be said that this study belongs to descriptive studies that are not limited to the collection of data, or data from reality only, but the collection of this data and analysis, interpretation, and conclusions according to the objectives of the study directed at it based on the qualitative and quantitative description The student selected the sample based on the comprehensive survey method that deals with all members of the study sample of 50 statistical units (employee) and found that Sample members: - Varies according to the age variable. - It also varies according to the variable marital status, educational stage and specialization. He reached the basic conclusion that bureaucracy in its positive appearance which is the clarity of laws, regulations, instructions and accuracy in the work and its conformity with the ideal reality of the relatively bureaucratic model and is also not without negative angles in decision-making and devolution, but most of the model in question came with a positive approach to the reality referred to by "Max Weber". However, the devolution of power was in its negative appearance of bureaucracy, namely, the granting of limited powers, i.e.a delegated power with limited powers. In the end, the research confirmed the positive and negative bureaucratic model in terms of devolution of authority in question.
