السياسات العامة و اشكالية التقييم في بلدان العالم الثالث –دراسة حالة الجزائر

Abstract

السياسة العامة هي برنامج الحكومة الذي من خلاله يتم حل المشكلات و القضايا و النهوض بالتنمية من أجل الصالح العام في كل المجالات من قبل مختصين و مؤسسات رسمية و غير رسمية تؤثر في كل مراحل صنع السياسة العامة ، حتى تتخذ شكل قرار أو قانون ، و الحكم عليها بالنجاح أو الفشل من خلال نتائجها ، لكن في بلدان العالم الثالث السياسة العامة تواجه الكثير من المشاكــــــل و الصعوبات القانونيــــــة و الفنيــــــــة ، أبرزها هيمنــــــة السلطة التنفيذية و النخبة الحاكمة في كل مراحل صنع السياسة العامة و ضعف السلطة التشريعية و المؤسسات غير الرسمية لتبعيتها ، و احتكار المعلومات و تغييب المختصين و الكفاءات ، و تزييف نتائج السياسة العامة لتبدو ناجحة و منه البقاء في السلطة ، كل هذا يثبت عدم وجود فصل بين السلطات لتقوم كل سلطة بما يفيد السياسة العامة ، لتتغلب مصلحة النخبة الحاكمة على المصلحة العامة .

Abstract : Public policy is the government’s program through which problems and issues are solved and development is promoted for the public good in all areas by specialists and official and non official institutions that influence all stages of public policy making , in order to take the form of a decision or law, and to be judged with success or failure through its results . However in Third countries public policy faces many legal and technical problems and difficulties, the most notably the dominance of the executive power and the ruling elite in all stages of public policy making , the weakness of the legislative authority and informal institutions to follow them and the monopoly of information and The absence of specialists and professionals , and the falsification of public policy results in order to appear successful and thus stay in power, all of this proves that there is no separation of powers for each authority can do what is beneficial and good to public policy, so that the interest of the ruling elite prevails over the public interest.
