Abstract:
الجزائر على غرار العديد من الدول شرعت في عملية إصلاح نظامها المحاسبي بهدف تقريب الممارسة المحاسبية في الجزائر إلى الممارسة الدولية.
تعالج هذه الأطروحة إشكالية التوافق في الممارسات المحاسبية والجبائية من طرف المؤسسات الاقتصادية وبخاصة الجزائرية منها مع متطلبات المعيار المحاسبي الدولي ضرائب الدخل "IAS12"، من خلال التطرق للأسس النظرية للمعيار وكذا النظام المحاسبي المالي والنظام الجبائي الجزائري، وعرض المعالجة المحاسبية والجبائية لضرائب الدخل لكل منهم، بالإضافة إلى التطرق إلى أهم التحديات التي تواجه المؤسسات في البيئة الجزائرية، حيث تم التوصل إلى عدم التزام المؤسسات الاقتصادية بمتطلبات القياس والعرض والافصاح للمعيار IAS12، كما تم التوصل الى وجود اختلاف بين التشريع الجزائري والمعيار، على العكس من النظام المحاسبي المالي الذي يتوافق معه، إضافة إلى وجود أثر إجابي إذا تم تكييف المعالجة المحاسبية والجبائية وفق قواعد وأسس المعيارIAS12، كما تم وضع أرضية لمستلزمات التكيف مع متطلبات المعيارIAS12.Algeria, like many countries, has embarked on the process of reforming its accounting system with the aim of bringing the accounting practice in Algeria closer to international practice.
This thesis addresses the problem of compatibility in accounting and tax practices on the part of economic institutions, especially Algerian ones, with the requirements of the International Accounting Standard Income Taxes "IAS12", by addressing the theoretical foundations of the standard as well as the financial accounting system and the Algerian tax system, and presenting the accounting and fiscal treatment of income taxes for each of them. In addition to addressing the most important challenges facing institutions in the Algerian environment, where it was found that economic institutions did not comply with the requirements of measurement, presentation and disclosure of the IAS12 standard, and a difference was found between the Algerian legislation and the standard, in contrast to the financial accounting system that complies with it, in addition. This indicates that there is a positive effect if the accounting and tax treatment is adapted according to the rules and principles of IAS12 standard, and a ground has been laid for the requirements of adaptation with the requirements of IAS12 standard. L'Algérie, comme de nombreux pays, s'est engagée dans un processus de réforme de son système comptable dans le but de rapprocher la pratique comptable algérienne de la pratique internationale.
Cette thèse traite de la problématique de la compatibilité des pratiques comptables et fiscales de la part des institutions économiques, notamment algériennes, avec les exigences de la Norme Comptable Internationale Impôts sur le Revenu « IAS12 », en abordant les fondements théoriques de la norme ainsi que les système de comptabilité financière et le système fiscal algérien, et présentant le traitement comptable et fiscal des impôts sur le revenu pour chacun d'eux.En plus d'aborder les défis les plus importants auxquels sont confrontées les institutions dans l'environnement algérien, Lorsqu'il a été constaté que les institutions économiques ne respectaient pas les exigences d'évaluation, de présentation et de divulgation de la norme IAS12, et qu'une différence a été constatée entre la législation algérienne et la norme, contrairement au système de comptabilité financière qui lui correspond, en en plus d'avoir un effet positif si le traitement comptable et fiscal est adapté selon les règles et fondements de la norme IAS12, et des exigences d'adaptation aux exigences de la norme IAS12 ont été posées.
