رهانات العلاقات الامنية الاورو مغاربيةعلى ضوء حوار المنظورات في الدراسات الامنية

Abstract

في هذا البحث خلصنا إلى أن تطور منظورات العلاقات الدولية ومقارباتها الفكرية عبر خط زمني متوالي ومتزامن مرات أخرى، من خلال ما جاءت به من تساؤلات ضمنية حول مركزية مفهوم الأمن وسبل تحقيقه، قد غيرت من النظرة التقليدية لـموضوع العلاقات الأمنية، أين ساهمت هذه الأخيرة في تشكل قناعات راسخة لدى كل من صناع السياسات الأوربية ونظرائهم من صناع السياسات الـمغاربية، بأن ضمان أمن الـمنطقة الأورومغاربية لن يتم دون الـمساهمة الفعالة لأحد الطرفين مهما كان شكل الاتفاق ومضمونه الاستراتيجي، والـمتوقف نجاحه على مستوى تحقيقه ميدانياً على الأخذ بعين الاعتبار للـمفاهيم الجديدة الـموسعة للأمن، التي يأتي على رأسها تحقيق أمن الإنسان وبيئته، من خلاله ضمان الأمن الإقليمي والعمل على استقرار دول الـمنطقة وازدهارها اقتصاديا ومجتمعياً. Summary: In this research, we concluded that the development of international relations theories and paradigms including their approaches across a successive time line and simultaneous other times, through the implicit questions about the centrality of the concept of security and which ways to achieve it, it has changed the traditional view of the issues of security relations, that contributed to formation of convictions firmly established by both European policy makers and their counterparts from Maghreb policy makers, the ensuring and the security of the Euro-Maghrebian region will not be achieved without an effective contribution of one of the two parties, regardless of the form and the strategic content of any agreement. Headily is achieving the human security and his environment, by ensuring regional security and working towards the stability and prosperity of the countries of the region, both economically and socially.
