حل النزاعات الدولية بواسطة المنظمات الاقليمية الدولية

Abstract

إن التطور في العلاقات الدولية أدى الى بروز المنظمات الدولية الاقليمية كفاعل في العلاقات الدولية لتسوية النزاعات الدولية و الاقليمية و الحفاظ على الامن و الاستقرار الدوليين، كما تبرز فعالية العلاقة بين الامم المتحدة و المنظمات الدولية الاقليمية من خلال آليات محددة من أجل اعادة الأمن و الاستقرار الى دول الاعضاء ضمن اطارها الاقليمي و الجغرافي ، لقد كرس ميثاق الامم المتحدة في فصله الثامن علاقة التعاون بين الامم المتحدة و المنظمات الاقليمية من خلال التسوية السلمية للنزاعات الدولية وأعمال القمع و كذلك رقابة مجلس الأمن على ممارسة هذه المنظمات لاختصاصها في مجال السلم و الأمن الدوليين. ومن بين اهم المنظمات الدولية الإقليمية نجد الاتحاد الافريقي ، حيث إن مسألة السلم والأمن الأفريقي لها أهمیة في القارة الإفريقية ،ولهذا تم إنشاء الاتحاد الإفريقي ومن بین أجهزته نجد مجلس السلم و الأمن الإفريقي ، حیث قام المجلس بدور مهم في تحقیق السلم والأمن ، وذلك من خلال الصلاحيات والسلطات المخولة له بموجب البرتوكول المنشئ للمجلس. RESUME The development in international relations has led to the emergence of regional international organizations as actors in international relations to settle international and regional conflicts and maintain international security and stability. The effectiveness of the relationship between the United Nations and regional international organizations through specific mechanisms in order to restore security and stability to Member states within their regional and geographical framework. The Charter of the United Nations, in its eighth chapter, enshrined the relationship of cooperation between the United Nations and regional organizations through the peaceful settlement of international disputes and hopes of repression, as well as the oversight of the Security Council on the exercise by these organizations of their competence in the field of international peace and security. Among the most important regional international organizations, we find the African Union, as the issue of African peace and security is of importance on the African continent. For this reason, the African Union was established, and among its organs, we find the role of the African Peace and Security Council, where the Council played an important role in achieving peace and security, through The powers and authorities conferred upon him by the protocol establishing the Council.
