آليات تطبيق الحوكمة في تسيير الجماعات المحلية في الجزائر

Abstract

من خلال هذه الأطروحة حاولنا التعرف على آليات تطبيق الحوكمة في تسيير الجماعات المحلية في الجزائر من خلال أهم عناصرها (المشاركة، الشفافية، المسائلة، حكم القانون،...)، وهذا للدور الكبير الذي تساهم به هذه الآليات في التسيير الفعال للجماعات المحلية وماتقدمه للخدمة العمومية والتي تمكن الهيئات المسؤولة والمواطنين للقيام بأدوارها بكفاءة وفعالية على المستوى المحلي، لذلك كان التركيز على هذه المبادئ من خلال عرض نصوص المواد الدستورية والقانونية وتفسيرها وتحليلها وصولا إلى الغاية التي أرادها المشرع من تكريس هذه المواد.

Through this thesis, we tried to identify the mechanisms for applying governance in the management of local groups in Algeria through its most important elements (participation, transparency, accountability, rule of law,...), and this is due to the great role that these mechanisms contribute to the effective management of local groups and what they provide for the service. Public, which enables responsible bodies and citizens to carry out their roles efficiently and effectively at the local level, so the focus was on these principles by presenting, interpreting and analyzing the texts of the constitutional and legal articles to reach the goal that the legislator wanted in enshrining these articles.

A travers cette thèse, nous avons tenté d'identifier les mécanismes de mise en œuvre de la gouvernance dans la gestion des groupes locaux en Algérie à travers ses éléments les plus importants (participation, transparence, responsabilité, Etat de droit,...), et cela est dû au grand rôle que ces mécanismes contribuent à la gestion efficace des groupes locaux et du service qu'ils fournissent.Les institutions publiques, qui permettent aux organismes responsables et aux citoyens de remplir leurs rôles de manière efficiente et efficace au niveau local, l'accent a donc été mis sur ces principes en présentant, en interprétant et analyser les textes des articles constitutionnels et juridiques afin d'atteindre l'objectif que le législateur a voulu en consacrant ces articles.
