Abstract

تهدف هذه الدراسة إلى دراسة الفكر السياسي عند توماس هوبز ) 1588 1679 ( وجون لوك ) 1632 1704 ، ) باعتبارهما من أهم مؤسسي نظرية العقد الاجتماعي ، ومن أهم من ساهموا في تطور الفكر السياسي في أوروبا في العصر الحديث الذي يمثل انطلاقة لعصر التنوير المبني على الدراسة العلمية والمنطقية، حيث قام كل من هوبز وجون لوك بتفسير الظاهرة السياسية على أسس المادية ، وذلك من خلال تفسيرهما لنشأة المجتمع السياسي بطريقه مخالفه بكل التصورات السابقة ، وبالتالي تفسير نشأة الدولة بطريقة علمية ، بما ساهم في خلق شكل سياسي جديد يعتمد على سيادة القانون والدستور المحترم لطبيعة الإنسان وحقه في العيش والتملك سيادة الأمن والاستقرار، بالرغم من اختلاف وجهات النظر بين هوبز ولوك حول صلاحيات السلطة الحاكمة ونوعيتها على حد سواء ، سواء كانت تمثل حكما مطلقا " الملكية المطلقة " ، أم الملكية المعتدلة المقيدة ، ومهما يكون هذان التصورات فإنهما ساهما في بناء فكر سياسي حديث لقيام الدولة الحديثة والتي لم تكن موجودة من قبل ، هذه الدولة التي تكون فيها السيادة للقانون والدستور الذي يضبط العلاقة بين الحاكم والمحكوم .
