التدبير المالي في إستراتجية حكم الدولة الزيانية (633-962هـ/1235-1554م)

Abstract

ملخص: يهدف هذا البحث إلى دراسة التدبير المالي في الدولة الزيانية 633هـ 96هـ/1235-1554م من خلال معرفة مداخيل بيت المال في خزينة الدولة، وذالك من خلال الأموال الشرعية والضرائب التي تفرضها الدولة على السكان من أجل الحماية. فعمل حكام الدولة الزيانية على تشجيع النشاطات الزراعية والصناعية والتجارية سواء الداخلية منها أو الخارجية، من اجل دعم وملء خزينة الدولة. كما ويهدف بحثنا إلى إبراز حكمة بعض السلاطين الزيانيين في كيفية إنفاق أموال الدولة على كافة مجالات الحياة، من بناء منشآت لحماية حدود الدولة من حصون وقلاع، وإنشاء مؤسسات تعليمية ومرافق تحسن وتطور من مكانة الدولة، وغيرها من النفقات الخارجية أهمها مساعدة مسلمي الأندلس. الكلمات المفتاحية:التدبير المالي ، النشاط الاقتصادي ،الضرائب ، النفقات. résumé: Cette recherche vise à étudier la gestion financière dans l'État Zayani 633 AH / 96 AH / 1235-1554 AD en connaissant les revenus du trésor public, à travers les fonds légaux et les taxes imposées par l'État à la population pour la protection. Les dirigeants de l'État de Zayani ont encouragé les activités agricoles, industrielles et commerciales, tant internes qu'externes, afin de soutenir et de remplir le trésor de l'État. Notre recherche vise également à mettre en évidence la sagesse de certains sultans Zayani dans la façon de dépenser l'argent de l'État dans tous les aspects de la vie, de la construction d'installations pour protéger les frontières de l'État des forts et des châteaux, et la création d'établissements d'enseignement et d'installations pour l'amélioration et le développement de la position de l'État et d'autres dépenses externes, dont la plus importante est l'aide aux musulmans d'Andalousie.
