Abstract:
هدفت الدراسة الى تناول واقع إدارة الموارد البشرية في تطوير أداء الإدارة المحلية وذلك من خلال طرح الإشكالية التالية:ما واقع إدارة الموارد البشرية في تطوير أداء الإدارة المحلية في المؤسسة محل الدراسة ؟
وللإجابة عليها اتبعنا المنهج الوصفي من خلال ابراز المفاهيم المتعلقة بإدارة الموارد البشرية والإدارةالمحلية، كما اعتمدنا على المنهج التحليلي والمنهج الاستقرائي بتحليل الدراسات السابقة واستقراء النتائج منها للإجابة على الإشكالية المطروحة
وتوصلنا الى ان لإدارة الموارد البشرية دور كبير في تطوير أداء الإدارة المحلية بوصفها العنصر الفاعل في إحداث التغيير والتطوير الذي تصبو اليه الإدارة المحلية لمسايرة متطلبات الإدارة الحديثة في ظل العصرنة و الرقمنة.

We have foundthathumanresources management plays a major role in developing the performance of local administration as the agent in bringing about the change and developmentthat local administration seeks to meet the requirements of modern administration undermodernization and digitization.

L’étude visait à aborder la réalité de la gestion des ressources humaines dans le développement de la performance de l’administration locale en posant les problèmes suivants : Quelle est la réalité de la gestion des ressources humaines dans le développement du rendement de l’administration locale dans l’institution en question?
Pour y répondre, nous avons suivi l’approche descriptive en mettant en avant les concepts de gestion des ressources humaines et de gestion locale, et nous nous sommes également appuyés sur l’approche analytique et inductive en analysant les études antérieures et en extrapolant les résultats pour répondre au problème à l’étude.
