التحولات التكنولوجية وتأثيرها على علاقات العمل

Abstract

ملخص: تسعى هذه الدراسة إلى تحليل تأثير التحولات التكنولوجية على علاقات العمل داخل المؤسسات العمومية الجزائرية، من خلال دراسة ميدانية بمؤسسة ديوان الترقية والتسيير العقاري ببلدية الجلفة. وقد تم اعتماد المنهج الوصفي التحليلي، حيث تم توزيع 50 استبيانًا على عينة من أصل 100 موظف يشكلون مجتمع الدراسة، كما تم استخدام البرنامج الإحصائي SPSS مع جداول بسيطة ومركبة لاختبار الفرضيات وتحليل المعطيات. أظهرت النتائج أن التكنولوجيا تلعب دورًا حيويًا في تحسين العمل الجماعي، وتسهيل تبادل المعلومات، وزيادة فعالية الأداء داخل المؤسسة. كما تبين أن العلاقات غير الرسمية بين الموظفين تظل ضرورية للحفاظ على جو من الثقة والتعاون، حتى في ظل البيئة الرقمية. إضافة إلى ذلك، كشفت الدراسة أن التنظيم المزدوج للوثائق (ورقي ورقمي) والتدريب المستمر على الأنظمة الحديثة يساعد في تقليل الصراعات، وضمان انسجام أكبر بين أفراد المؤسسة. كما تم التأكيد على أهمية الاتصال غير الرسمي في تسهيل المهام اليومية وتجاوز العراقيل الإدارية. بناء على ما سبق، توصي الدراسة بضرورة تعزيز برامج التكوين والتدريب التكنولوجي للموظفين، وتطوير وسائل الاتصال المؤسسي بما يحقق التوازن بين الجانب التكنولوجي والإنساني، إضافة إلى إرساء ثقافة تنظيمية مرنة تستوعب التحولات الرقمية دون المساس بجوهر العلاقات الاجتماعية في العمل. الكلمات المفتاحية:التحول التكنولوجي – علاقات العمل – الإدارة الإلكترونية – الاتصال المؤسسي – التنظيم المهني – المؤسسة العمومية – الجزائر.

Abstract: This study aims to analyze the impact of technological transformations on work relationships within Algerian public institutions, through a field study conducted at the Office for Promotion and Real Estate Management (OPGI) in Djelfa Municipality. The descriptive analytical method was adopted, with 50 questionnaires distributed to a sample drawn from 100 employees, and the statistical software SPSS was used along with simple and cross-tabulation tables to test the hypotheses and analyze the data. The results revealed that technology plays a vital role in enhancing teamwork, facilitating information exchange, and improving overall institutional performance. Informal relationships between employees remain essential in maintaining trust and collaboration, even in a digital environment. Moreover, the study showed that the dual system of documentation (paper and digital) and continuous training on new systems contribute to reducing conflicts and improving harmony among staff. Informal communication also emerged as a key tool in streamlining daily tasks and overcoming administrative obstacles. Based on these findings, the study recommends strengthening training programs on digital tools, improving institutional communication methods to strike a balance between technology and human interaction, and promoting a flexible organizational culture that can absorb digital change without undermining the core of social relations at work. Keywords:Technological transformation – Work relationships – E-management – Institutional communication – Professional organization – Public institution – Algeria Résumé : Cette étude vise à analyser l’impact des transformations technologiques sur les relations de travail au sein des institutions publiques algériennes, à travers une enquête de terrain menée à l’Office de Promotion et de Gestion Immobilière (OPGI) de la commune de Djelfa. La méthode descriptive et analytique a été adoptée, avec la distribution de 50 questionnaires sur un échantillon issu d’une population de 100 employés. Les données ont été traitées à l’aide du logiciel statistique SPSS, en recourant à des tableaux simples et croisés pour tester les hypothèses. Les résultats ont montré que la technologie joue un rôle essentiel dans l’amélioration du travail d’équipe, la facilitation de l’échange d’informations et l’augmentation de l’efficacité au sein de l’institution. Il a également été constaté que les relations informelles entre les employés restent indispensables pour maintenir un climat de confiance et de collaboration, même dans un environnement numérique. En outre, l’étude a révélé que la double organisation des documents (papier et numérique) ainsi que la formation continue sur les systèmes modernes contribuent à réduire les conflits et à renforcer la cohésion entre les membres de l’organisation. L’importance de la communication informelle a aussi été soulignée pour faciliter les tâches quotidiennes et surmonter les obstacles administratifs. Sur la base de ces constats, l’étude recommande de renforcer les programmes de formation technologique pour les employés, de développer les moyens de communication institutionnelle de manière à équilibrer les dimensions technologique et humaine, et d’instaurer une culture organisationnelle flexible capable d’intégrer les mutations numériques sans nuire à l’essence des relations sociales au travail.
