Abstract

ملخص الدراسة تناولنا في هذه الدراسة موضوع دور القيادة الفاعلة في إدارة وتنمية الموارد البشرية دراسة حالة مؤسسة الديوان الوطني للتطهير (ONA) بالجلفة وجاءت هذه الدراسة لتجيب على التساؤل الرئيسي الذي أردنا نعتمد عليه كمنطلق لها والمتمحور حول: ماهو دور واهمية القيادة الفاعلة في إدارة وتنمية الموارد البشرية ؟ ومن خلال الإشكالية والتساؤلات السابقة، وانطلاقا من التساؤلات المطروحة في الإشكالية، ارتأينا أن نضع الفرضيات التالية. للقيادة الإدارية دور فعال في تحسين ورفع مستوى أداء العمال . وتكمن الأهمية التي جعلت من هذه الدراسة ضرورة عناية الهيئات القيادية بعملية التحفيز بشتى أشكاله وأنواعه بما يتوافق وحاجيات العمال ومتطلبات الوظيفة ومستوى الأداء بشكل عادل، وتهدف هذه الدراسة الى التعرف على العوامل المساعدة والمساهمة التي على الهيئات القيادية الإدارية للمؤسسات الجزائرية الإستعانة بها لرفع مستوى كفاءتهم ودافعيتهم للعمل ونخص بالتحديد فيما يتعلق بالتدريب، والتحفيز والإدارة بالمشاركة، والرقابة كأساليب فعالة لتحسين مستوى أداء العاملين. ومحاولة التعرف والوقوف على دور وأهمية القيادة الإدارية وفعاليتها في تحسين أداء العمال وتطويره بشكل يسمح بتطوير المؤسسة وتقدمها. الكلمات المفتاحية : القيادة ، الإدارة ، التنمية ، الموارد البشرية ، القيادة الفاعلة ، Study Summary In this study, we address the role of effective leadership in human resource management and development, using a case study of the National Sanitation Office (ONA) in Djelfa. This study aims to answer the main question we sought to draw upon as a starting point: What is the role and importance of effective leadership in human resource management and development? Based on the preceding problem and questions, and based on the questions posed in the problem, we decided to formulate the following hypotheses. Administrative leadership plays an effective role in improving and raising the level of employee performance. The importance of this study lies in the necessity for leadership bodies to pay attention to the motivation process in all its forms and types, in line with employee needs, job requirements, and performance levels in a fair manner. This study aims to identify the facilitating and contributing factors that administrative leadership bodies in Algerian institutions can utilize to raise their level of competence and motivation to work, specifically with regard to training, motivation, participatory management, and oversight as effective methods for improving employee performance. An attempt is made to identify and understand the role and importance of administrative leadership and its effectiveness in improving and developing employee performance in a way that allows for the development and progress of the organization.
