معوقات تطبيق الرقمنة في الادارة الجزائرية - دراسة ميدانية ببلدية حاسي بحبح- حاسي بحبح

Abstract

عنوان دراستنا" معوقاتتطبيقالرقمنةفيالادارةالجزائرية" تهدف هذه الدراسة الى الكشف عن اهم المعوقات الادارية والبشرية والتقنية ببلدية حاسي بحبح ومحاولة الوصول الى مجموعة من النتائج والتوصيات التي يمكن العمل بها لتحسين اداء الرقمنة في الادارة الجزائرية ومن تساؤلات الدراسة :هل المعوقات الادارية تحول دون تطبيق الرقمنة في الادارة في الادارة الجزائرية ؟ ، هل تعتبر الامور التقنية عائق لتطبيق الرقمنة في الادارة الجزائرية ؟ ، هل تعرقل المعوقات البشرية في نجاح الرقمنة في الادارة الجزائرية ؟ اما بالنسبة لفرضيات الدراسة نجد : ان المعوقات الادارية هي التي تحول دون تطبيق الرقمنة - تعبر الامور التقنية عائق لتطبيق الرقمنة- تعرقل المعوقات البشرية نجاح الرقمنة . تماشيا مع اهداف الدراسة فقد تم اعتماد المنهج الوصفي التحليلي وبناء استمارة ضمت23 سؤال وزعت هذه الاستمارة بطريقة عشوائية بسيطة على عينة قدرت بــ 40 موظف من مصلحة الحالة المدنية ومصلحة البيومترية بلدية حاسي بحبح. يستنتج من دراستنا ان هناك معوقات ادارية وتقنية وبشرية تحول دون تطبيق الرقمنة وذلك يعود الى عدة اسباب نذكر منها غياب الدورات التكوينية والافتقار الى الكوادر المختصة في مجال المعلوماتية . __________

Le titre de notre étude est « Obstacles à l'application de la numérisation dans l'administration algérienne » L'application de la numérisation dans l'administration dans l'administration algérienne ? Conformément aux objectifs de l'étude, l'approche descriptive analytique a été adoptée et un questionnaire comprenant 23 questions a été construit.Ce formulaire a été distribué de manière aléatoire simple à un échantillon estimé à 40 agents des services d'état civil et de biométrie de Hassi. Il ressort de notre étude qu'il existe des obstacles administratifs, techniques et humains qui empêchent l'application de la numérisation, et cela est dû à plusieurs raisons, notamment l'absence de cours de formation et le manque de cadres spécialisés dans le domaine de l'informatique. __________

This form was distributed in a simple random manner to a sample estimated at 40 employees from the civil status and biometrics departments of Hassi Bahbah municipality. It is concluded from our study that there are administrative, technical and human obstacles that prevent the application of digitization, and this is due to several reasons, including the absence of training courses and the lack of specialized cadres in the field of informatics.
