Abstract:
هدفت هذه الأطروحة إلى قياس السياسة الضريبية في الجزائر باستخدام نماذج التوازن العام القابلة لحساب(MEGC)، وعلى اعتبار أن السياسة الضريبية تكون إما بالتخفيض أو بالزيادة لذلك قمنا باقتراح 3 سيناريوهات، الأول زيادة في الضريبة على القيمة المضافة TVA بنسبة 2 % والثاني زيادة الضريبة على الدخل IRG بنفس النسبة أما السيناريو الثالث فيتمثل في خفض نسبة الضريبة على أرباح الشركات IBS ب 2 % كذلك . و من خلال هذا التغير تتبعنا الأثر على النشاط الاقتصادي والمتمثلة في مختلف الأسعار، الاستهلاك والطلي وحجم الادخار والاستثمار والإنفاق وبالمحاكاة باستخدام برنامج الحاسوب(GAMS) توصلنا إلى أن السياسة الضريبية لها عدة آثار منها الإجابية و منها السلبية على جزء من المؤشرات الاقتصادية المدروسة التي تدخل في قياس النشاط الاقتصادي ، كما اتضح لنا أن جودة النموذج عالية في عمليات التحليل وذلك من خلال المحاكاة التي أجريت باستخدام برنامج GAMS التي جاءت متطابقة مع التحليل النظري والأمر الواقع .
Cette thèse visait à mesurer la politique fiscale en Algérie à l’aide de modèles d’équilibre général calculables ( MEGC ) et considérant que la politique fiscale est soit décroissante soit croissante, nous avons proposé 3 scénarios, le premier est une augmentation de la taxe sur la valeur ajoutée TVA de 2% et le second est une augmentation de l’impot sur le revenu IRG au même taux, le troisième scénario consist à réduire le taux d’impot sur la sociéts IBS de 2% égalemant A travers ce changement, nous avons retracé l’impact sur l’activité économique, représenté par les différents prix, la consommation et la demande, le volume d’épargne, d’investissement et de dépenses, et par simulation à l’aide du programme informatique ( GAMS ) . à nous que la qualité du modèle est élevée dans les processus d’analyse, à travers la simulation réalisée à l’aide du programme GAMS, qui était identique à l’analyse théorique et de facto.This thesisaimed to measure the taxpolicy in Algeriausing calculable generalequilibriummodels ( MEGC ), and consideringthat the taxpolicyiseitherdecreasing or increasing, we have proposed 3 scenarios, the first is an increase in the value-addedtax TVA by 2% and the second is an increase in the tax o income IRG at the same rate.
