التخطیط الاستراتیجي للتعلیم العالي وأثره على الجودة التعلیمیة : من وجھة نظر عمداء الكلیات و نوابھم و رؤساء الأقسام : دراسة میدانیة بجامعات الجلفة، سطیف وھران والأغواط

Abstract

عنوان الد ا رسة: التخطیط الاست ا رتیجي للتعلیم العالي و أثره على الجودة التعلیمیة للطالب من وجهة نظر عمداء الكلیات ونوابهم ورؤساء الأقسام (د ا رسة میدانیة بجامعات سطیف،الجلفة،الأغواط ووه ا رن). تهدف هذه الد ا رسة إلى:  - معرفة إذا كان التخطیط الاست ا رتیجي للتعلیم العالي یؤثر على الجودة التعلیمیة للطالب في الجامعة الج ا زئریة. - ومعرفة إذا كانت أبعاد التخطیط الاست ا رتیجي للتعلیم العالي (الرؤیة و الرسالة البیداغوجیة، الأهداف التعلیمیة، ،تحلیل البیئة الداخلیة و الخارجیة، تنفیذ الخطة الإست ا رتیجیة،متابعة و تقییم الخطة الإست ا رتیجیة) تؤثر على الجودة التعلیمیة للطالب. تساؤلات الد ا رسة:  - "هل یؤثر التخطیط الاست ا رتیجي للتعلیم العالي على الجودة التعلیمیة للطالب في الجامعة الج ا زئریة ؟' - هل یساهم تبني رؤیة و رسالة بیداغوجیة واضحة في تحقیق الجودة التعلیمیة للطالب في الجامعة الج ا زئریة؟ - هل یساعد وضع أهداف تعلیمیة دقیقة للتعلیم العالي على تحقیق الجودة التعلیمیة للطالب في الجامعة الج ا زئریة؟ - هل یضمن تحلیل البیئة الداخلیة والخارجیة للتعلیم العالي تحقیق الجودة التعلیمیة للطالب في الجامعة الج ا زئریة؟ - هل یعمل تنفیذ الخطة الإست ا رتیجیة على ضمان تحقیق الجودة التعلیمیة للطالب في الجامعة الج ا زئریة؟ - هل تساهم متابعة وتقییم الخطة الإست ا رتیجیة في تحقیق الجودة التعلیمیة للطالب في الجامعة الج ا زئریة؟ فرضیات الد ا رسة:  - " یؤثر التخطیط الاست ا رتیجي للتعلیم العالي على الجودة التعلیمیة للطالب في الجامعة الج ا زئریة". - یساهم تبني رؤیة و رسالة بیداغوجیة واضحة في تحقیق الجودة التعلیمیة للطالب في الجامعة الج ا زئریة. - یساعد وضع أهداف تعلیمیة دقیقة للتعلیم العالي على تحقیق الجودة التعلیمیة للطالب في الجامعة الج ا زئریة. - یضمن تحلیل البیئة الداخلیة والخارجیة للتعلیم العالي تحقیق الجودة التعلیمیة للطالب في الجامعة الج ا زئریة. - یعمل تنفیذ الخطة الإست ا رتیجیة على ضمان تحقیق الجودة التعلیمیة للطالب في الجامعة الج ا زئریة. - تساهم متابعة وتقییم الخطة الإست ا رتیجیة في تحقیق الجودة التعلیمیة للطالب في الجامعة الج ا زئریة. أدوات البحث:  - استبیان التخطیط الاست ا رتیجي للتعلیم العالي واستبیان الجودة التعلیمیة للطالب. - مقابلة مع رؤساء خلایا الجودة وأعضائها. العینة: تم اعتماد المعاینة الاحتمالیة واختیار العینة القصدیة،وبلغت العینة 180 عمیدا و نائب عمید و رئیس قسم  بجامعات سطیف والجلفة و الأغواط ووه ا رن. المنهج: اتخذت الباحثة من المنهج الوصفي منهجا لد ا رستها،إضافة إلى استعمال منهج تحلیل المحتوى لتحلیل  المقابلات. المعالجة الإحصائیة: استخدمت الباحثة التك ا ر ا رت والنسب المئویة ، ومعامل الارتباط ،و تحلیل الانحدار البسیط.  النتائج:  .% - " یؤثر التخطیط الاست ا رتیجي للتعلیم العالي على الجودة التعلیمیة للطالب في الجامعة الج ا زئریة" بنسبة 48 ج - یساهم تبني رؤیة و رسالة بیداغوجیة واضحة في تحقیق الجودة التعلیمیة للطالب في الجامعة الج ا زئریة بنسبة .%18 - یساعد وضع أهداف تعلیمیة دقیقة للتعلیم العالي على تحقیق الجودة التعلیمیة للطالب في الجامعة الج ا زئریة بنسبة .%26 - یضمن تحلیل البیئة الداخلیة والخارجیة للتعلیم العالي تحقیق الجودة التعلیمیة للطالب في الجامعة الج ا زئریة بنسبة .%45 .% - یعمل تنفیذ الخطة الإست ا رتیجیة على ضمان تحقیق الجودة التعلیمیة للطالب في الجامعة الج ا زئریة بنسبة 36 .% - تساهم متابعة وتقییم الخطة الإست ا رتیجیة في تحقیق الجودة التعلیمیة للطالب في الجامعة الج ا زئریة بنسبة 33 التوصیات:  - ضرورة الاهتمام بالتخطیط الاست ا رتیجي بشكل أكبر نظ ا ر لأثره الایجابي ، وتبني إست ا رتیجیة الجودة ومبادئها، - عند إعداد الخطة الإست ا رتیجیة للجامعة ، والسعي إلى بناء ثقافة تنظیمیة لدى العاملین بمفهوم وأهمیة التخطیط الاست ا رتیجي - إعادة النظر في الاست ا رتیجیات المتبعة و الموضوعة مسبقا مع تحدید أوجه الضعف و علاجها ووضع خطط بدیلة. - دعم ب ا رمج خلیة الجودة في الجامعة الج ا زئریة للارتقاء بالجامعة و إعطائها صلاحیات واسعة و جعل مقترحاتها ملزمة وقابلة للتنفیذ ، ووضع قوانین تحدد عملها،و ترسیخ قیم الجودة التي تساعد في إصلاح التعلیم العالي، والاستم ا رر في عقد المؤتم ا رت المحلیة والدولیة الخاصة بها لنشر الوعي بثقافة الجودة و الحث على تطبیقها. الاقت ا رحات:  - القیام بد ا رسة تكمیلیة لهذه الد ا رسة وتشمل كل الجامعات الج ا زئریة. - تصور مقترح لتطبیق الجودة الشاملة و التخطیط الاست ا رتیجي في مؤسسات التعلیم العالي الج ا زئریة و في المجال التربوي الج ا زئري. - د ا رسة مقارنة بین أسالیب التخطیط الاست ا رتیجي للتعلیم العالي بین الجامعات العربیة و الغربیة في ظل مباديء إدارة الجودة الشاملة.

Cette étude vise à: - Déterminer si la planification stratégique de l'enseignement supérieur a une influence sur la qualité de l'éducation de l'étudiant à l'Université algérienne ; - Définir si les dimensions de la planification stratégique de l'enseignement supérieur (vision, message pédagogique, les objectifs pédagogiques, l'analyse de l'environnement interne et externe, la mise en oeuvre, le suivi et l'évaluation du plan stratégique) ont une influence sur la qualité de l'éducation de l'étudiant.  la problématique de l'étude se subdivise en plusieurs questions, à savoir : - La planification stratégique de l'enseignement supérieur peut-il influer sur la qualité de l'éducation de l’étudiant à l'Université Algérienne? - Est-ce l’adoption d’une vision et d’un message pédagogique clair contribue-il à la concrétisation de la qualité de l'éducation de l’étudiant à l'Université Algérienne? - Est ce la mise en oeuvre des objectifs précis de l'enseignement supérieur contribue-il à la concrétisation de la qualité de l'éducation de l'étudiant à l'Université Algérienne? - Est-ce l'analyse de l'environnement interne et externe de l'enseignement supérieur garantie-il la qualité de l'éducation de l'étudiant à l'Université Algérienne? - Est ce la mise en oeuvre du plan stratégique permet-il d’assurer la concrétisation de la qualité de l'éducation de l'étudiant à l'Université Algérienne? - Est ce le suivi et l’évaluation du plan stratégique contribue-il à l’amélioration de la qualité éducative de l'étudiant à l'Université Algérienne?  Les hypothèses de l'étude: - La planification stratégique de l'enseignement supérieur a une influence sur la qualité de l'enseignement de l'étudiant à l'Université algérienne ; - L'adoption d'une vision et d'un message pédagogique clair contribue à la concrétisation de la qualité éducative de l'étudiant à l'Université Algérienne ; - la mise en place d'objectifs pédagogiques précis pour l'enseignement supérieur permet d'atteindre la qualité pédagogique de l'étudiant à l'Université algérienne ; - L'analyse de l'environnement interne et externe de l'enseignement supérieur garantie la concrétisation de la qualité pédagogique de l'étudiant à l'Université Algérienne ; - La mise en oeuvre du plan stratégique garantie la concrétisation de la qualité pédagogique de l'étudiant à l'Université Algérienne ; - Le suivi et l'évaluation du plan stratégique contribuent à la concrétisation de la qualité éducative de l'étudiant à l'Université algérienne.  Outils de recherche:- Le questionnaire de planification stratégique de l'enseignement supérieur et le questionnaire de qualité destiné à l'étudiant ; - Entretien avec les responsables des cellules de qualité et ses membres. Échantillon: Un échantillonnage de probabilité a été retenu, et l'échantillon a été sélectionné, cet échantillon est composé de 180 doyens, vice doyens et chefs de département des universités de Sétif, Djelfa, Laghouat et Oran.  Approche: L'étudiant a utilisé l'approche descriptive, en plus de l'utilisation de la méthodologie d'analyse de contenu pour l'analyse des entretiens.  Traitement statistique: L'étudiant a utilisé les répétitions et les pourcentages, le coefficient de corrélation et l'analyse de régression simple.  Résultats: - La planification stratégique de l'enseignement supérieur a une influence sur la qualité de l'éducation de l'étudiant à l'Université algérienne avec un pourcentage estimé à 48% . - L'adoption d'une vision et d'un message pédagogique clair contribue à la concrétisation de la qualité éducative de l'étudiant à l'Université Algérienne. avec un pourcentage estimé à 18% . - la mise en place d'objectifs pédagogiques précis pour l'enseignement supérieur permet d'atteindre la qualité pédagogique de l'étudiant à l'Université algérienne, avec un pourcentage estimé à 26% . - L'analyse de l'environnement interne et externe de l'enseignement supérieur garantie la concrétisation de la qualité pédagogique de l'étudiant à l'Université Algérienne, avec un pourcentage estimé à 45% . - La mise en oeuvre du plan stratégique garantie la concrétisation de la qualité pédagogique de l'étudiant à l'Université Algérienne, avec un pourcentage estimé à 36% . - Le suivi et l'évaluation du plan stratégique contribuent à la concrétisation de la qualité éducative de l'étudiant à l'Université algérienne, avec un pourcentage estimé à 33%.  Recommandations:- La nécessité d'accorder plus d'attention à la planification stratégique compte tenu de son impact positif, l'adoption de la stratégie de qualité et ses principes dans la préparation du plan stratégique de l'université, et chercher à construire une culture organisationnelle parmi les employés sur le concept et l'importance de la planification stratégique . - Reconsidérer les stratégies préétablies, identifier et traiter les vulnérabilités et développer des plans alternatifs . - Soutenir les programmes de la cellule de qualité de l'université algérienne pour améliorer l'université, lui donner des pouvoirs étendus, rendre ses propositions contraignantes et exécutoires, établir des lois qui définissent son travail en inculquant des valeurs qui contribuent à la réforme de l'enseignement supérieur et continuer à tenir des conférences locales et internationales pour sensibiliser à la culture de qualité et encourager son application.  Suggestions: - Réaliser une étude complémentaire pour cette étude et inclure toutes les universités algériennes . - Un scénario proposé pour l'application de la qualité globale et la planification stratégique dans les établissements d'enseignement supérieur algériens et dans le domaine de l'éducation algérien . - Une étude comparative entre les méthodes de planification stratégique de l'enseignement supérieur entre les universités arabes et occidentales selon les principes de la gestion globale de la qualité. This study aims to: - To know if the strategic planning of higher education has an influence on the quality of education of the student at the Algerian University; - The dimensions of the strategic planning of higher education (vision, pedagogic message, educational goals, internal and external environment analysis, and implementation, follow-up and evaluation of the strategic plan) have an influence on the educational quality of the student.  Study Questions: - Does the strategic planning of higher education has an influence on the educational quality of the student at the Algerian University?" - Does the adoption of a vision and a clear pedagogical message contribute to the achievement of the educational quality of the student at the Algerian University? - Does setting up precise educational goals for higher education help achieve the educational quality of the student at the Algerian University? - Does the analysis of the internal and external environment of higher education ensure the achievement of the educational quality of the student at the Algerian University? - Does the implementation of the strategic plan ensure the quality of education for the student at the Algerian University? - Does the follow-up and evaluation of the strategic plan contribute to the achievement of the educational quality of the student at the Algerian University?  Study Hypotheses: - The strategic planning of higher education has an influence on the educational quality of the student at the Algerian University; - The adoption of a vision and a clear pedagogical message contributes in achieving the educational quality of the student at the Algerian University; - The establishment of precise educational objectives for higher education helps to achieve the educational quality of the student at the Algerian University; - The analysis of the internal and external environment of higher education ensures the achievement of the educational quality of the student at the Algerian University; - The implementation of the strategic plan ensures the achievement of the educational quality of the student at the Algerian University; - The follow-up and evaluation of the strategic plan contributes to achieving the educational quality of the student at the Algerian University.  search tools: The strategic planning questionnaire for higher education and the quality questionnaire for the student; - Interview with the heads of quality cells and their members  Sample: The probability sampling was adopted and the sample was chosen. The sample consisted of 180 Deans of Faculties, Vice Deans and Heads of Departments at the universities of Setif, Djelfa, Laghouat and Oran.  Approach: The student used the descriptive approach to study it, in addition to using the content analysis methodology for interview analysis.  Statistical processing: The student used repetitions and percentages, correlation coefficient, and simple regression analysis.  Results: - The strategic planning of higher education has an influence on the educational quality of the student at the Algerian University by 48%; - The adoption of a vision and a clear pedagogical message in achieving the educational quality of the student at the Algerian University by 18%; - The establishment of precise educational goals for higher education helps achieve the educational quality of the student at the Algerian University by 26%; - The analysis of the internal and external environment of higher education ensures the achievement of the educational quality of the student at the Algerian University by 45%; - Implementation of the strategic plan to ensure the quality of education for the student at the University of Algeria by 36%; - The follow-up and evaluation of the strategic plan contributes to achieving the educational quality of the student at the Algerian University by 33%.  Recommendations: - The need to pay more attention to strategic planning for its positive impact, and to adopt the strategy of quality and its principles, when preparing the strategic plan of the university, and to seek to build organizational culture among employees in the concept and importance of strategic planning; - Reconsidering pre-established strategies, identifying and addressing vulnerabilities and developing alternative plans; - Supporting the programs of the quality cell in the Algerian university in order to improve the university, give it broad powers, make its proposals binding and enforceable, establishing regulations that define its work, instilling quality values that help in the reform of higher education and continuing to hold local and international conferences to raise awareness of the culture of quality and urge their application.  Suggestions: - Conduct a supplementary study for this study and include all Algerian universities; - A proposed scenario for the application of the Total Quality and strategic planning in Algerian higher education institutions and in the field of Algerian education; - A comparative study between the methods of strategic planning for higher education between the Arab and Western universities under the principles of Total Quality Management.
